This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and procedures of FAR Subpart 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are being requested and a written solicitation will not be issued.
The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05 effective 10 March 2021.
This combined synopsis/solicitation is issued as a Request for Proposal (RFP) with solicitation number 127EAT-21-R-0018. This acquisition is 100% set-aside for small businesses.
The North American Industry Classification System (NAICS) code for this solicitation is 561720 Janitorial Services. Small Business Size Standard is $19.5M.
The Angeles National Forest has a requirement to secure janitorial services for Angeles National Forest Supervisor’s Office & San Gabriel Mountains National Monument District Office.
The date and time for receipt of offers is NLT 30 Jul 2021. 3:00 PM (Pacific Standard Time).

Janitorial and Cleaning Services Agreement USDA – Forest Service, Angeles National Forest
Supervisor’s Office & San Gabriel Mountains National Monument, District Office
DESCRIPTION / SPECIFICATIONS / WORK STATEMENT
1. GENERAL SPECIFICATIONS
1-1 SCOPE OF THE CONTRACT
The purpose of this contract is to provide Janitorial Services for the Angeles National Forest, Supervisor’s Office (hereinafter to be referred to as SO) and the San Gabriel River Ranger District Office (hereinafter to be referred to as DO). The contractor shall provide all labor, materials, equipment, transportation, and supervision necessary to complete the services.
The SO is located at 701 N. Santa Anita Ave., Arcadia, CA. The SO includes the main office building, the training center, the radio shop, and the engine office. The SO main office building contains approximately 20,000 gross square feet of space, including a reception area, individual numbered office/work areas, four restrooms and two conference rooms. The training center is approximately 8493 square feet. The radio shop is approximately 957 square feet and the engine office is approximately 1,000 square feet.
The DO is located at 110 N. Wabash Ave., Glendora, CA and is approximately 4,000 square feet.
1-2 PREWORK CONFERENCE
Prior to commencement of work, a meeting may be requested by the Contracting Officer, Contracting Officer’s Representative (COR), and other Forest Service Representatives who may be involved in the administration of this contract. Any meeting would be held, at a time and place mutually agreeable to the Contractor and the Contracting Officer, to discuss the work schedule and to familiarize both parties with the responsibilities of each under this contract.
1-3 CONTRACTOR’S PERSONNEL
The Contractor shall furnish a list of the names of all employees who may be assigned to work under this contract. This list shall be furnished to the Contracting Officer’s Representative at least 1 week prior to starting work. The list of employee names shall be kept current during the period of this contract, with changes being provided to the Contracting Officer’s Representative prior to commencement of work. All employees will be required to have a background investigation completed with fingerprints to obtain a lincpass prior to starting work.
1-4 CONTRACTOR-FURNISHED MATERIALS AND SERVICES
The Contractor shall provide everything including, but not limited to all cleaning equipment, cleaning supplies, transportation, labor, and supervision necessary to complete the project.
1-5 GOVERNMENT-FURNISHED PROPERTY
The Government shall provide:
Such outlets that exist for water and electrical power to operate equipment and perform those services as are required under this contract.
A visitor pass to various buildings and grounds to perform work. Any loss or loss of control of the pass shall be reported to the COR within 2 hours of discovery of such loss or loss of control.
The Government shall furnish the following materials, supplies, and storage area.
a. Bulk commercial trash disposal recycling bins.
b. Liquid hand soaps
c. Paper hand towels
d. Toilet tissue
e. Paper toilet seat covers
f. Small and large plastic garbage bags
g. Closet area for Contractor’s use to store Contractor owned materials and supplies.
h. A list of dates representing Federal Government observed holidays.
Supplies and materials shall be used only in performance of this contract.
1-6 STORAGE AREAS
a. SO: A storage closet with cart and sink is available in the main building, accessible from the hallway, center of the building next to the men’s restroom.
b. DO: A storage closet with cart is available in the supply room in the administrative office.
1-7 SECURITY OF PREMISES
The contractor is required to secure buildings upon completion of work and may be held responsible by the Government for any losses incurred by a failure to do so:
c. The contractor shall take the necessary precautions to close exterior doors and windows open upon entry to, during performance of services and/or exiting from the building.
d. The contractor shall place an “Out of Order” sign on any plugged toilets, sinks or drinking fountains and report it to the COR.
e. Locked and or Non-Serviced Rooms: Some rooms in the building are locked for administrative reasons. These rooms will not require services unless unlocked at contractor’s request.
1-5 ADDITIONAL SERVICES
Any additional services not included in the scope and description of this contract shall be provided for under a separate agreement.
1-6 WORK PERFORMANCE AND EMPLOYEE CONDUCT
General:
All work performed under this contract shall be performed in a skillful and professional manner. The Contracting Office may, in writing, require the Contractor to remove from the work any employee the Contracting Officer deems, incompetent, careless, or otherwise objectionable, or for theft, possession and/or removal of materials, supplies, equipment, or any Government-owned property.
The Contractor shall be responsible for maintaining satisfactory standards of employee competency, conduct appearance and integrity.
The Contractor shall not disturb papers on desks, open desk drawers, or cabinets, or use telephones or office equipment provided for official Government use.
The Contractor will not be allowed to have any persons (family members or otherwise) under the age of 16 years on the premises to either work or accompany the Contractor or his/her employees during performance of the contract.
Specific Conduct:
The following restriction apply to the Contractor and his/her employees:
a. Smoking: The SO and DO are non-smoking buildings. The Contractor shall not smoke inside the building.
b. Gambling: The Contractor shall not participate in games for money or personal property while on Government property.
c. Alcoholic Beverages and Narcotics: The Contractor shall not be under the influence of, use, or be in possession of any narcotic rug, hallucinogenic, marijuana, barbiturate, amphetamine, or alcohol while entering on or on Government property.
d. Soliciting or Vending: The Contractor shall not solicit or sell any items while on Government property.
e. Firearms: The Contractor shall not be in possession of any firearms while on Government property.
2 TECHNICAL SPECIFICATIONS
2-1 SCHEDULE OF WORK
No services shall be performed on weekends or State-Government observed holidays.
Services will be performed after 8:00 am and shall be completed by 4:30 pm in all buildings.
Within 10 working days of the commencement of work under this contract, a plan of work shall be provided to the Government by the Contractor identifying dates and times when all Quarterly, Semi-annual, and Annual Services are scheduled to be performed.
2-1.1 Daily Services
Daily services shall be performed Monday, Wednesday, and Friday (3 times) each week at the SO and Tuesday and Friday (2 times) at the DO.
2-1.2 Weekly Services
Weekly services may be performed concurrently with daily services but not less than 5, or more than 8 calendar days apart.
2-1.3 Quarterly Services
Quarterly services shall be performed not less than 80 not no more than 100 calendar days apart.
2-2 SERVICES TO BE PERFORMED
The Contractor shall submit a supply requisition to the COR whenever the contractor estimates that no more than a 2-week (14 calendar days) supply of any Government furnished item exists.
The Contractor will not be required to clean those offices/rooms to which they do not have access. However, the Contractor shall check all doors each time service is scheduled and will be responsible for cleaning, to specifications, those rooms when access is enabled.
2-2.1 Daily Services At the completion of each day’s work all areas:
a. Hard surfaced floors shall appear polished, and shall be free of dirt, dust, debris and spots and stains.
b. All surfaces shall be free of dirt, dust, cobwebs, spots, and stains, including, but not limited to:
1) Furniture
2) File Cabinets
3) Window and other exposed ledges
4) Computer equipment, including areas around and behind display monitors and all office equipment.
c. Front door glass shall appear free of dust, dirt, streaks, smudges, and spots both inside and out.
d. Display cases and all counter tops shall appear clean and polished, free from dust, smudges, and debris.
e. Doors, door handles, and door casings shall be free of handprints, dirt, and other marks.
f. Waste containers shall be free of odors. Liners shall be in place and appear free of liquids, stains, or debris.
g. Chairs shall appear to be free of dust, debris, and stains.
h. Vents on doors shall appear clean and free of dust and cobwebs.
i. All wastebaskets, chairs, tables, and like objects shall be returned to the location where found after cleaning.
Rest rooms:
a. Floors, as the result of mopping, shall appear to be clean and be disinfected with no water left standing.
b. Mirrors, containers, and fixtures will be clean, and polished.
c. Replenish toilet tissue, paper towels and hand soaps such that adequate supplies exist sufficient to last until the next service. Ensure that dispenser’s function properly and that dispensers are not overfilled.
d. Wash basins, toilet bowls and urinals shall be sanitized, free of hair, dirt, debris, and otherwise have a clean and polished appearance.
e. Toilet seats, bowls, and urinals shall be sanitized and free of fecal matter, hair and have a clean and polished appearance on both the top and undersides.
f. Toilet and urinal stalls will be free of dirt, scuffmarks, and cobwebs.
Hallways:
a. Drinking fountain shall appear clean and polished with no water spots or hand prints visible.
Kitchens & Kitchenettes:
a. Drinking fountain shall appear clean and polished with no water spots or hand prints visible.
b. Surfaced shall be polished and free of dirt, debris, and stains.
2-2.2 Weekly Services
At the completion of each Weekly Service, All areas:
a. Floors shall display a buffed appearance.
b. Carpets shall be vacuumed and be free of dirt, dust, and debris.
c. All wastebasket liners will be new.
d. Faucets, chrome handles, doorknobs, and other exposed metal fixtures shall have a bright clean polished appearance.
e. Office machines, including computer monitors and the horizontal surfaces around them shall be free of dust and grime.
f. Corners of rooms and other surfaces where vertical and horizontal surfaces meet shall appear free of dirt cobwebs and debris.
g. All green and blue recycle bins will be emptied accordingly.
Rest Rooms:
a. Floors shall appear scrubbed and shall have been disinfected, with all dirt and debris removed between tiles and where corners and walls/stalls meet floors.
Kitchen and Kitchenettes:
a. Microwave, refrigerators, and other appliances shall be free of dirt, marks and have a polished appearance.
b. Counter tops, cabinet faces shall be free of dust, dirt, marks, handprints, and cobwebs.
2-2.3 Quarterly Services This period will be used to conduct the heavy work necessary to achieve and maintain the clean and spotless appearance of those areas including, but not limited to the lobby, rest rooms, kitchens, and kitchenettes.
All outside windows shall be free of water spots, dirt, and the glass shall have a polished look. Window casings, both inside and out will be free of dirt, dust, and other debris.
2-2.4 Semi-annual Services Upon the completion of the semi-annual service, all areas:
a. Door frames will appear clean and polished.
b. Baseboards, moldings, and other surfaces where vertical surfaces meet the floors shall be free of visible dirt and wax buildup.
c. Strip completely, scrub wax, and buff any hard-surfaced floors. Eliminate any grime and wax buildup on the molding leaving a clean, fresh waxed and polished appearance.
d. All inside windows glass shall be cleaned and have a polished appearance with no dust, dirt, grime, or other debris detectable around the window casings.
e. All carpets shall be first spot treated, then completely steam cleaned, or shampooed. After carpet has dried, it shall be treated with a stain prevention chemical equivalent to Scotch Guard in its protective characteristics such that spilled liquids do not soak in. Upon completion, carpet shall appear clean, fresh and without visible stains.

Section E Inspection and Acceptance
Inspection (Government’s Quality Assurance Surveillance Plan)
The Government will visually inspect the Contractor’s performance on a random basis or after receipt of complaint from building employee(s) under this contract to ensure compliance with contract guidelines.
The COR will record inspection observations, deficiencies will be documented with a written inspection report provided to the Contractor. When unacceptable performance is observed, the COR will meet with the Contractor’s on-site supervisor to review the inspection report and ensure that the Contractor understands the unacceptable services. The preferred method to resolve deficiencies is to allow re-performance to correct the deficiencies. The Contractor shall be provided with the opportunity to correct substandard performance within one business day. When substandard performance is not corrected within the specified timeframe or the Contractor refuses to re-perform the service, the unsatisfactory service is logged as a deficiency. Deductions from payment may result from deficient services.

AUTHORITY TO REPRESENT THE CONTRACTOR
The contractor agrees to make whatever arrangements are necessary to ensure that there is someone on-scene at all times with the authority to take technical direction from the Forest Service COR and to manage the activities being performed. If work is being performed solely by Team Subcontractor personnel and there is no on-scene presence of a representative from the prime contractor's firm, the contractor agrees to provide such subcontractor(s) with the authority to take direction as its agent and to make decisions on behalf of the contractor.
Post Award Conference
Prior to commencement of work, the Contractor shall meet with the Contracting Officer to discuss contract terms, work performance requirements and work progress schedules. Also at this meeting such things as sanitation, camping requirements, fire prevention and suppression plans will be developed. The Quality Control Plan will be provided to the CO prior to this meeting. The meeting will be held at a time and place determined by the Contracting Officer.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement.
Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

FAR 52.217-8 Option to Extend Services (NOV 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within _60 days._
FAR 52.217-9 Option to Extend the Term of the Contract (MAR 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within _30_ provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least _60_ days before the contract expires. The preliminary notice does not commit the Government to an extension.
AGAR 452.228-71 INSURANCE COVERAGE (NOV 1996)
Pursuant to the clause "Insurance - Work on a Government Installation (FAR 52.228-5)", the Contractor will be required to present evidence to show, as a minimum, the amounts of insurance coverage indicated below:
(a) Workers Compensation and Employer's Liability. The Contractor is required to comply with applicable Federal and State workers' compensation and occupational disease statutes. If occupational diseases are not compassable under those statues, they shall be covered under the employer's liability section of the insurance policy, except when contract operations are so commingled with a Contractor's commercial operations that it would not be practical to require this coverage. Employer's liability coverage of at least $100,000 shall be required, except in States with exclusive or monopolistic funds that do not permit workers compensation to be written by private carriers.
(b) General Liability. The Contractor shall have bodily injury liability insurance coverage written on the comprehensive form of policy of at least $100,000 per occurrence.
(c) Automobile Liability. The Contractor shall have automobile liability insurance written on the comprehensive form of policy. The policy shall provide for bodily injury and property damage liability covering the operation of all automobiles used in connection with performing the contract. Policies covering automobiles operated in the United States shall provide coverage of at least $200,000 per person and $100,000 per occurrence for bodily injury and $20,000 per occurrence for property damage, or loss.
(d) Aircraft Public and Passenger Liability. When aircraft are used in connection with performing the contract, the Contractor shall have aircraft public and passenger liability insurance. Coverage shall be at least $200,000 per person and $500,000 per occurrence for bodily injury, other than passenger injury.
Coverage for passenger injury shall be at least $200,000 multiplied by the number of seats or passengers, whichever is greater.

FAR 52.237-1 Site Visit APR 1984 Site Visit will be held at 701 N. Santa Anita Ave., Arcadia, CA 91006 on July 13, 2021 @ 10:00 AM. Please notify Daniel Lara (Daniel.lara@usda.gov) if you plan on attending the site visit. Please wear a face mask. If required a second site visit may be scheduled.
Acceptability of the Offer An offer is acceptable when it manifests the offeror's assent, without exception, to the terms and conditions of the solicitation, including attachments. If an offeror takes an exception to any of the terms and conditions of the solicitation, then the Government will consider its offer to be unacceptable.
Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (Aug 2018), Alternate I (Oct 2014), with their offer, or the offeror shall complete paragraph (b) of FAR 52.212-3, if the offeror has completed the annual representations and certifications electronically at http://www.sam.gov.
