Section C - Description of Services Performance Work Statement

Southwestern Region Forest Surveys for Mexican Spotted Owls

BRIEF DESCRIPTION OF PROJECT

Mexican spotted owl (MSO) (Strix occidentalis lucida) surveys may be needed throughout national forests in Arizona and New Mexico. These formal surveys will be solicited for contract by the USDA Forest Service in areas where forest projects are planned and/or currently being implemented within MSO habitat. Contractors will utilize the formal Region 3 MSO survey protocol to survey established Protect Activity Centers (PACs) and inventory unoccupied MSO habitat outside PACs. Data from these surveys will be used to assess occupancy and if necessary, reproduction.

Location:

Formal surveys on established PAC’s and unoccupied MSO habitat may happen sporadically throughout national forests within the Southwestern Region (Arizona and New Mexico) of the USDA Forest Service. The need for the surveys will very over time and will mainly only be needed for planning or implementing forest projects. When projects occur a narrative description, legal description, GPS coordinates (UTM NAD83 preferred), and maps to depict the survey area boundary and points would be developed by the forest.

Required Permit, Training, and Protocol

An authorized individual listed under a U.S. Fish and Wildlife Service (USFWS) Native Endangered and Threatened Species Scientific Purposes Permit (i.e., Recovery Permit) for MSO shall be involved in conducting all surveys. A current permit must be submitted to the U.S. Forest Service (USFS) after task order award during kick off meeting or prior to commencing work. All survey teams must have at least one permitted individual with at least 40 hours of on-the-ground MSO survey experience (name must be on permit). If teams are split into smaller groups, each group must have a permitted surveyor, whose name along with any other surveyor’s present must appear on data sheets.

All members of the survey teams will be familiar (preferably proficient) with the 2012 MSO survey protocol. It is the contractor’s responsibility to ensure that all individuals conducting the survey work meet training and certification requirements. Crewmembers certified after award of contract must show certification prior to initiation of field work. The survey crew must carry the permit with them while conducting surveys. The field supervisor(s) of the field crew should have a minimum of two years of past MSO survey experience. Their resume indicating that experience shall be submitted to the US Forest Service when submitting offer.

All inventory and monitoring surveys will be completed according to established USFWS 2012 survey protocol (attached) or most recent version. Contractor will conduct surveys to determine presence/absence and locate nest and roost sites. This also includes conducting surveys to determining reproductive success. All required forms will be provided and shall be completed in accordance with the protocol/guideline requirements.

Deliverables

The contractor will ensure that complete survey coverage in MSO habitat is met while maintaining compliance in all aspects of the formal survey protocol. The formal survey protocol and forms are found in the 2012 MSO Recovery Plan. The contractor shall record all data on USFWS survey forms. The complete final report submitted shall include: the survey procedures used, a map showing calling stations and/or survey routes, locations of sightings, and all survey results. The completed field documentation forms shall be included in the final report. Should bioacoustics surveys be utilized, a standard protocol will be developed and included in the SOW. All raw data, including all audio files, and files associated with software used to analyze the audio files, will be submitted to the USDA Forest Service.

The Contractor Shall:

• Contractor will submit call point locations and /or survey routes prior for approval to Contracting Officer Representative (COR) by agreed date before initiating field work. Email submission shall include an ArcGIS shapefile (UTM NAD83).

• Record all data on forms provided by each national forest. The contractor shall attach a map to each datasheet displaying the date, PAC name, location and or projected MSO audio or visual detections. Maps attached to follow-up, daytime, or pre-call surveys shall contain everything described above including the surveyor(s) search area. An example map will be provided.

• Conduct follow-up surveys on all MSO detections inside or within one-half mile from a known PAC.

• Photo-document any MSO nest or roost trees located, in daytime on digital format and labeled with Ranger District, UTM (NAD83), content of photo and date. Original digital photos shall become property of the U.S.

Government. Use UTM’s to describe the nest sites on the topographic map.

• Notify the COR of PACs or survey sites occupied with a pair or a nesting pair as soon as daytime follow up surveys and documentation are complete (preferably within 48 hours).

• Email complete datasheets once a complete survey takes place to the Forest COR within two weeks or an otherwise agreed-upon timeframe.

• Contact the COR to discuss the follow-up strategy for any MSO detection on any adjacent Forest, Ranger District, or other land jurisdiction. The COR shall assist and facilitate communication with the appropriate entity to obtain access or otherwise collaborate on follow-up surveys if necessary, to meet project objectives.

• Respond to data requests or updates from COR throughout the survey period as soon as reasonably possible so as to provide USDA Forest Service with requested information while accounting for the safety of field surveyors as well as the timeline and quality of field work.

• Complete a mid-year report of raw survey data, due by July 31 or a date agreed upon by the contractor and COR. Microsoft Excel format to the COR is encouraged.

• Submit a draft end-of-year report to COR by the end of October. The COR and the contractor will coordinate to have a completed end of year report by the end of the calendar year.

• The final report shall include the survey procedures used, maps and tables showing calling stations with NAD83 coordinates, locations of sightings, nest and roost trees, narrative summary of each survey result and all datasheets and summary forms in digital formats such as Microsoft Excel, Word, and ArcGIS files.

The end-of-year report shall include:

1. Maps in paper or electronic form depicting calling stations, survey routes, observation locations, nest and roost tree locations, PAC and core area boundaries delineated, and associated spatial data (i.e., Shapefiles in UTM NAD83 datum). Observation data for all survey points shall be summarized in tabular form (e.g., Microsoft Excel).

2. Completed raw data sheets and localities of all observations. Datasheets must be scanned, legible, and organized in PDF format in the proper orientation. The PDF should be organized by PAC and date with associated forms and maps. This information should be provided to the USDA Forest Service electronically and hard copy.

3. If bioacoustics surveys are utilized, all raw data, including all audio files, and files associated with software used to analyze the audio files, shall be submitted to USDA Forest Service.

4. All work areas may be reached by driving on standard Forest Service roads, by driving on four-wheel drive roads, and/or by walking. Walking distances will vary by territory location and presence of owls.

The Government will NOT provide special maintenance or snowplowing to keep roads open. Contractor will be responsible for securing permissions across privately-owned lands, where necessary.

5. Contractor will provide a Safety Plan to the USDA Forest Service. The COR and the contractor will go over the safety plan before field work begins.

Contractor Furnished

• All labor, supervision, transportation, and other materials/equipment as required to perform all the work necessary to complete monitoring and inventory surveys for the presence and reproductive status of the federally endangered Mexican spotted owl (Strix occidentalis lucida).

• Coordinate scheduling of all MSO surveys with COR to ensure Region 3 MSO survey protocol is met.

• Follow protocols mutually agreed to by the contractor and USDA Forest Service.

• At any time during the field season, the COR may request updates on the status of surveys, datasheets and/or request UTM coordinates and maps of locations of owls/nests as needed by the USDA Forest Service. The contractor and COR will agree on the specified days the information will be provided.

• Perform and document a Job Hazard Analysis or Risk Assessment Worksheet prior to the beginning of each survey effort. Forms will be provided by COR.

• Dedicate staff to ensure this project succeeds professionally and within time commitments.

• Due to the large number of datasheets required and any audio files that may be collected for this project, electronic submittal (rather than hard copies) of data as an appendix to the final report is preferred. The main text of the final report will summarize all survey work that was accomplished and discuss the results of those surveys. The report shall be provided to COR in electronic and hard copy form.

Government Furnished

• Provide direction, assistance, and oversight for locations of and access to survey sites.
