Subject: Acker Rock Communication Building

This letter documents my decision to replace the Acker radio communication building under 36 CFR 220.6(d) (3), (repair and maintenance of administrative sites).

The Acker repeater is a critical radio site for the Umpqua National Forest, Tiller Ranger District.

The existing building will be removed and disposed of in a landfill located off the National Forest. A new prefabricated (Glass Reinforced Concrete) building measuring 8’ by 8’ will be placed on the existing concrete pad. The building will be trucked to the existing Acker Repeater site located at T. 29 S. R. 1 E. Section 12; Latitude N 43° 03’16” Longitude W 122° 38’49” in an area designated as Matrix and Big Game Winter Ranger in the 1990 Umpqua National Forest Land and Resource Management Plan as amended.

Review of the action to replace the existing building with a new prefabricated building has been determined to be compliant with the 1990 Umpqua National Forest Land and Resource Management Plan as amended. No issues or concerns were identified with the exception of an existing seasonal restriction for nesting peregrine falcons between January 1 and July 31. The timing of the removal of the old and replacing with the new building will be conducted on or after August 1, 2018. The area is also used by visitors who have rented the lookout. It is estimated the new building installation would take up to two days. Parking accommodations for visitors who have rented the lookout will be made during the installation.

No extraordinary circumstances have been identified. Scoping has occurred internally amongst resource specialists. This action fits a category for which a project or case file and Decision Memo are not required and the action can proceed within the timeframes outlined above.
