SECTION E - INSPECTION AND ACCEPTANCE
E-1 52.246-4 Inspection of Services - Fixed-Price. (AUG 1996)
E-2 Government Quality Assurance Surveillance Plan (QASP)
The purpose of this plan is to provide a Quality Assurance Surveillance Plan (QASP) for contract bid items and tasks performed on the Black Hills National Forest. This plan provides a basis for the Contracting Officer’s Representative (COR) to evaluate the quality of the Contractor’s performance. The oversight provided for the contract and this Plan will help to ensure that quality levels of Contractor’s service(s) reach the required levels of performance.
By monitoring the Contractor’s service work, the COR will determine whether the performance levels set forth in the contract have been attained. Quality standards for all tasks are specified in the Performance Work Statement in Section C.7 and individual tasks will be identified in the Task Order Supplemental Specifications.
The Government has the right to inspect and test all services called for by the contract tasks in the Task Order(s), to the extent practicable at all times and places during the term of the contract. The Government will perform inspections and tests in a manner that will not unduly delay the Contractor(s) work.
If any of the services do not conform to contract requirements, the Government may require the Contractor to perform the services again in conformity with contract requirements, at no increase in contract amount. When the defects in services cannot be corrected by reworking, the Government may:
a. Require the Contractor to take necessary action to ensure that future performance conforms to contract requirements; and
b. Reduce the contract price to reflect the reduced value of the services performed (see Section G.6).
E.2.1. Government Inspection of Services
The Government will inspect service tasks completed by the Contractor (or Subcontractor) as a basis for acceptance and payments, and to provide recommendations to improve work quality while work is in progress. The Contractor is responsible for providing quality control to assure that work complies with requirements of contract specifications.
All work included in the contract specifications/issued Task Order(s) is subject to inspections by the Government at periodic intervals throughout the performance of this contract. Inspections are for the sole benefit of the Government and shall not release the Contractor of the responsibility of providing quality control measures to assure that the work strictly complies with the contract requirements.
E.2.2. Work Quality Percentage
Work quality percentages are derived from inspection of submitted data. The total number of satisfactory units divided by the number of units inspected error free fields (e.g. in databases, field forms, or attribute tables) divided by the number of fields inspected determines the quality rate. This rate multiplied by 100 provides the work quality percentage.
Region 2 Wildlife Survey IDIQ Solicitation # 1267T018R0002
E.2.3. Acceptable Quality Level (AQL)
Acceptance of work will be based on compliance with all Specifications corresponding to the appropriate task(s) in Section C.5; refer to the Performance Requirements Summary in Section C.7.
Work meeting the AQL described in the Requirements Summary Table will receive a satisfactory performance rating.
E.2.4. Unsatisfactory Work
If work quality falls below the AQL described in the Requirements Summary Table, a work order or notice of noncompliance to the Contractor will be issued in writing. Unsatisfactory deliverables shall be reworked to obtain satisfactory work quality.
In the event that work is performed that is contrary to the requirements in the Task Order, the Government is not liable for costs incurred by the Contractor during negligent performance that is without the fault or negligence of the Government.
E.2.5. Re-inspection
If the AQL is not being met, and a need for re-inspection of the Contractor’s services arises, the following procedures will be implemented:
E.2.5.1. If the Contractor has not met the AQL described in the Performance Requirements Summary, Section C.7 of this contract, the Contractor will be required to go back and complete missed or unsatisfactory areas.
E.2.6. The Contractor is responsible for providing quality control to assure that work complies with requirements of contract specifications.
All work included in the contract specifications/issued Task Order(s) is subject to inspections by the Government at periodic intervals throughout the performance of this contract. Treatment inspections are for the sole benefit of the Government and shall not release the Contractor of the responsibility of providing quality control measures to assure that the work strictly complies with the contract requirements.

• As part of the Survey Design, the Contractor shall propose how best to divide the project area into logical survey units, including a map of the general areas of survey types will be planned (See Section C, para. 2.2.17). These survey types will be based on High Probability, Moderate, Mixed Moderate and Low Probability habitats of the Wildlife Target Species to be located as defined in the Task Order.
• The Survey Design shall describe how survey units will be delineated and prioritized within the project boundary according to their potential for harboring Target Wildlife Species (See Task Order) and their habitats. Region 2 Wildlife Survey IDIQ Solicitation # 1267T018R0002
• The Survey Design shall include a discussion of proposed survey units affected by considerations such as elevation, time period, breeding season, special habitats or plant communities or other site specific conditions where there is a higher probability of identifying potential Target Wildlife Species.
• The Survey Design shall address how will the survey design incorporate delineation of community types, and if applicable, Habitats of Interest and the discovery of Primary and Secondary species
• The Survey Design shall address what methodology and equipment will be utilized to collect and manage field data?
• The design will also include any reference materials or professional contact that will be used when identifying and verifying wildlife species occurrences.
2) The Schedule of Work shall be a practical schedule based on the Contractor’s Survey Design. The Schedule of Work shall include the following:
• The proposed order in which the Contractor will perform the work.
• Proposed dates that the Contractor expects to start and complete field work in each project area. In addition, the Schedule of Work shall include the proposed timing of survey units affected by considerations such as elevation, breeding season, time period, or other site specific conditions when there is a higher probability of identifying potential Target Wildlife Species. A proposed date for completion of the fieldwork to ensure completion by the end of the field season is also required. The length of the field season is estimated to be from the middle of May through the end of September but will vary somewhat from year to year. Each Task Order may or may not include the entire field season.
3) A proposed communication plan regarding findings, progress, information exchange, questions, and concerns of both parties.
4) The work plan shall include a list of all employees/personnel working on this contract including subcontractors. Address who will be assigned to perform the survey work, data management, and documentation of findings.
(d) Site visits/Scoping, if necessary in the development of a Task Order Price Proposal will be considered as incidental to the work. It is the Contractor’s responsibility to perform accurate scoping to identify all tasks required to accomplish the work.
(e) Each Task Order Price Proposal shall be prepared using the Schedule of Items in the Task Order RFP. The Task Order Price Proposal shall include all costs, including subcontractor costs.
The Contractor’s Task Order Price Proposal shall be prepared in sufficient detail to allow the Contracting Officer to conduct a thorough review and evaluation. Single total and lump-sum cost estimates will not be accepted. Major, significant components of work shall be identified in
Region 2 Wildlife Survey IDIQ Solicitation # 1267T018R0002 the Proposal. The Task Order Price Proposal shall be assembled into specific salient features of the work with each item assigned a unique line number and sufficient comment to clearly portray the specific work associated with that line item.

(b) A Contractor that fails to perform on current or past Task Orders or who becomes over committed may not receive additional tasks.
(c) In the event of conflict between a Task Order and this contract, the contract shall control.
(d) The Contracting Officer will consider the following when selecting awardee for a task order:
(i) Past performance on earlier orders under the contract or other recent relevant contracts, including quality and timeliness.
(ii) Potential impact on other orders placed with the contractor.
(iii) Any additional criteria will included in the TO RFP. (e.g Best Value)
(e) The contracting officer will give every awardee a fair opportunity (FAR 16.505(b)) to be considered for a task-order exceeding $2,500 unless one of the following exceptions applies:
(i) The need for the services is so urgent that providing a fair opportunity would result in unacceptable delays.
(ii) The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order.
(iii) It is necessary to place an order to satisfy a minimum guarantee.
H-4 Evaluation of Contractor Performance
The Contractor’s performance will be evaluated upon completion of each Task Order of over $150,000 or when determined to be in the best interest of the Government. Additionally, an annual overall performance evaluation will be completed and posted in the CPARS Performance System.
The Contractor may be required to submit to the Contracting Officer a written plan to remedy any identified deficiencies.
Failure to sufficiently meet performance requirements and goals may prompt the Government to stop issuing Task Order Requests for the remainder of the term of the contract and the Government may make a determination to not exercise the option years.
