SUMMARY OF CHANGES

1. This Amendment Incorporates Q&As, dated 3/29/18 (attached), into the RFP.

2. Section B, paragraph B.3.3 (page 3) is revised as follows to clarify what shall be included in the hourly rate:

FROM: “Prices provided on the schedule of items (B.4) are the maximum price a contractor can charge for those items based on the stated specifications. Task Orders will be issued competitively in accordance with Section H-3. All offeror’s awarded a contract under this anticipated multiple award IDIQ solicitation will be given a fair opportunity in accordance with Section H-3 to competitively provide pricing on individual task orders.”

TO: “Prices provided on the schedule of items (B.4) are the maximum hourly rate a contractor can charge for those items based on the stated specifications. This hourly rate shall include all overheads and profit. Task Orders will be issued competitively in accordance with Section H-3.

All offeror’s awarded a contract under this anticipated multiple award IDIQ solicitation will be given a fair opportunity in accordance with Section H-3 to competitively provide pricing on individual task orders.”

3. Section L, Attachments (page 31) is revised to add the following:

Crooked Creek TO RFP: Exhibit 15: Crooked Creek pdf Map

Frink Draw TO RFP: Exhibit 15: Frink Draw pdf Map

4. Section M, Basis for first TO Awards, paragraph 1 (page 35) is revised as follows to address importance of factors for the Task Order trade-off decisions:

FROM: “Following contract award or concurrent with IDIQ award, the individual TOs may or may not be awarded subject to the availability of funds. For these TO awards, a Best Value decision will be used to with possible trade-offs between technical, past performance and price as defined below. The Government reserves the right to NOT award the TOs evaluated at the basic contract level. “ TO: “Following contract award or concurrent with IDIQ award, the individual TOs may or may not be awarded subject to the availability of funds. For these TO awards, a Best Value decision will be used to with possible trade-offs between technical, past performance and price as defined below. Technical and Past Performance, when combined, are approximately equal to price. The Government reserves the right to NOT award the TOs evaluated at the basic contract level.”

Q&As on Wildlife IDIQ RFP # 1267T0R180002 March 29, 2018

1. Q: Is it okay to mail both these proposals under one cover letter/one package and can they be submitted electronically? Do they also need to be hard mailed to you at the RO?

A: In accordance with RFP, Section L - Instructions to Offerors (pages 28-30), there is only one proposal, but it includes the Work Plans and Pricing for the two Sample Task Orders. Please organize/format your proposal as indicated in Section L. It must be submitted under one cover letter/one package.

Please email your proposal to barbaradarling@fs.fed.us . Email is preferred, but hard copies may be mailed to Barbara Darling at the address listed in Block 9 of page 1 of the RFP, not the Regional office.

2. Q: The Schedule of Items Unit Price is Acres. I will submit Task Order Price Proposals for each project with significant components of work and associated line items, the total of these line items will be used to determine price per acre in each Item # / Difficulty Level. Essentially I'll have all the costs for the project displayed in the Price Proposal so that it's clear how Unit Price and Total Price were determined. Will that be adequate?

A: For the IDIQ proposal, the unit prices on page 4 are Rates/Hour. Please complete that to be used for future task order proposals. It is the maximum loaded labor rates which include all overheads and profit. (Clarified para B.3.3. in Amendment 0001).

For the Task Order Pricing, the unit price is per acre. The proposed approach to defining the full price per line item and dividing it by acres to arrive at the unit price is acceptable.

3. Do I need to submit a Quality Control Plan for each Task Order Proposal?

A: In accordance with RFP Section L, paragraph 3.3 on page 30, “Task Order Specific Quality Control Plan; Address any additional specific approaches to quality control that will be used that are unique to each sample task order (that will be followed in addition to or in lieu of the processes identified in the IDIQ level quality control plan).”

4. The FedBizOpps announcement under Request Response asks to provide 1. Capability Statement and 2. Commercial Specification/Measures by Feb 7, 2018. I'm assuming this is not applicable anymore?

A: Correct, that was just for the sources sought.

5. Is there a higher resolution map of each project area available or the shape file for each map?

A: Shapefiles of the project boundary and of the boundaries of the FS pre-survey estimated habitat probability will be available to the contractor at award. Maps in a .pdf that can be printed at a larger scale are add as Exhibits to the Task Orders (Amendment 1).

6. As there is one Performance Work Statement (PWS), but two Task Orders (TO 01 & 02), are you requesting one proposal to encompass all work involved in both task orders, or two separate proposals (one for each TO)?

A: In accordance with RFP, Section L - Instructions to Offerors (pages 28-30), there is only one proposal, but it includes the Work Plans and Pricing for the two Sample Task Orders. Please organize/format your proposal as indicated in Section L. Task Order (TO) Work Plans shall address requirements in the TOs as well as the IDIQ PWS.

7. Since the TOs call for habitat suitability of forest accipiters, we are assuming broadcast surveys for nest searches will be conducted alongside habitat suitability surveys. Does the USFS Region 2 have a preferred protocol for broadcast surveys, or would you prefer for us to propose a protocol within the proposals?

A: See RFP, Attach 1, paragraph 5.1.1 (page 10) which states “Task Statement: Conduct surveys for Target Wildlife Species using scientifically acceptable methodology.”

The contractor is allowed to choose the methodology that will meet the PWS. If they feel that broadcast surveys are appropriate to meet the PWS, then they should include in their proposal how this type of survey method will be planned and implemented. One acceptable broadcast call method is described in Kennedy, P.L.; Stahlecker, D.W. 1993. See Section J, Exhibit 02.

8. There are numerous “Primary Species” and/or “Habitats of Interest” for the two project areas.

Am I correct in saying that these are species/habitats that we would collect data for if they are observed during our Target Species surveys, but which we would not survey for specifically (i.e.

these would be incidental observations, not a focused survey effort)?

A: Primary Species and Habitats of Interest data would be collected when encountered when surveying for Target Species. The contractor is not required to survey specifically for these species outside of the main survey focus of the Target Species.

9. With respect to the work plan and survey design, is the BHNF able to discuss their desired number of surveys for northern goshawk--or other Accipiters?

A: The Black Hills National Forest is interested in determining suitable habitat for Target Species within the project areas. The number of surveys or methodology should be enough to identify a majority of the nests/high probability habitat for Target species.

10. With fieldwork beginning after the traditional time frame for Dawn-Acoustical protocol, we anticipate Broadcast-Acoustical as the primary method of NOGO survey and an effective way of detecting other raptors. Woodbridge & Hargis requires at least two rounds of Kennedy- Stahlecker, preferring three.

1267T018R0002 Page 5 of 5

March 29, 2018

A: See response to question 7. Methodology for surveys should be adequate to detect a majority of Target Species nests or high probability habitat.

11. In conducting our past NOGO surveys, multiple annual surveys have yielded considerably more detections than contracts stipulating a single round of calling.

A: The contract does not require multiple years of surveys.

12. Any insight into the Black Hills' cost-benefit expectations would be much appreciated.

A: The benefit to the government would be to detect a majority of Target Species nests or high probability habitat within the project area. In addition the goal is to gather more information on Primary Species and Habitat of Interest found in the project. The cost would be based on the methodology used by the contractor to meet the PWS requirements.

See page 35 of the RFP for the “Basis for Task Order Awards” and consideration of price trade-offs. Clarification is provided in Amendment 0001 that for the Task Order awards for the trade-off decision, “Technical and Past Performance, when combined, are approximately equal to price.”
