About this file
This is a Questions and Answers document addressing contractor inquiries regarding an electrical construction project at a USDA federal process facility in Phoenix, Arizona.
Permitting and Inspection Requirements: Contractors are responsible for obtaining any required City of Phoenix electrical permits, with permit, plan-review, and inspection fees included in the mobilization price. Permit drawings must be professionally stamped if required. Contractors must comply with all applicable federal, state, and local electrical codes. USDA will not perform formal inspections but retains the right to inspect ongoing or completed work at any reasonable time.
Technical and Operational Specifications: The kitchen is not formally classified as a hazardous electrical location, though dust accumulation from wheat, soy, and sugar requires protection from electrical arching via rigid conduit and sealed tight fittings. The facility operates a dust collection system. Conduit risers must be removed to a depth allowing floor restoration to match existing surfaces; below-slab conduit will be plugged. Floor patching materials and standards will be determined with the awarded contractor. The wall along the proposed route is non-rated, and specific sealing requirements will be confirmed.
Scheduling and Contractor Responsibilities: Permitted working hours are 6:00 AM to 4:00 PM Monday through Friday with no weekends or evenings. A two-day equipment outage is preferred, with three to four days potentially manageable with 48 hours advance notice. Maximum allowable outage is three days. USDA will authorize but not perform equipment shutdown or lockout/tagout procedures; contractors must install their own lockout and tagout systems. Prime contractors must use Arizona-licensed C-11 or CR-11 electrical subcontractors. Applicable wage determination requirements are posted separately.

1. Permit, inspection, and Authority Having Jurisdiction A) Whether a City of Phoenix electrical permit is required for this work.
I am not sure of the correct answer to this question. I know that some previous work done at our facility did not require a city of Phoenix electrical permit, but they were small jobs. I am not sure what type of work requires an electrical permit?
B) If a permit is required, contractors are responsible for obtaining it.
YES
C) Whether permit, plan-review, and inspection fees are to be included in the offer.
Those are fees typically included in the mobilization price on the SOI
D) The applicable NEC edition and designation electrical authority having jurisdiction.
Contractors are to follow any required federal, state, and local codes.
E) Whether contractor-prepared or professionally stamped permit drawings are required.
If drawings are required, they should be stamped
F) Whether USDA will perform the electrical inspection and acceptance in lieu of a City inspection USDA won’t perform a “formal” inspection, but the government always has the right to inspect ongoing work or completed work at any reasonable time.
2. Combustible-dust and hazardous -location requirements.
Q. The SOW and site representatives identified wheat, soy, and sugar dust as a potential ignition or explosion hazard. Please confirm whether the kitchen or any portion of the proposed raceway route has been formally classified as a hazardous electrical location.
A. I believe our kitchen is not classified as a hazardous electrical location. However, there is accumulations of dust from the wheat, soy, and sugar so the area needs to be protected from electrical arching, this is why we asked for Rigid conduit and sealed tight fittings.
We do have a dust collection system in the kitchen which removes most of the dust.
3. Wall penetration and floor Restoration The wall along the proposed route was verbally described during the site visit as non-rated. Please confirm this condition in writing and identify the required sleeve, firestop, dust seal, or sanitary seal for the penetration.
A) Whether the conduit risers are to be removed flush with the floor, below the slab, or to another specified depth. Conduct risers are to be removed to a depth where covering it up and will make the floor flush with existing floor.
B) Whether the below-slab conduit is to be capped, plugged, grouted, or fully removed.
below slab conduit will be plugged
C) The required floor patching material and installation standard.
will determine with awarded contractor
4. Shut down duration and hours
5. Site personnel indicated that a two-day outage is preferred, with a three- or four-day outage potentially manageable if sufficient advance notice is provided. Staff hours were described as approximately 5:30 AM to 4:00 PM.
A) Permitted contractor working hours.
6AM to 4 PM Monday thru Friday no weekends or evenings B) Maximum allowable equipment outage
3 days C) Required advance notice for the shutdown
48 hours D) Whether USDA will authorize and perform the equipment shutdown and lockout/tagout.
E) USDA will only authorize the equipment shut down. USDA will
NOT shut down the equipment and will NOT perform lockout tagout procedures. Contractor will install their own lockout and tag outs for safety.
5. Please confirm whether USDA requires the prime offeror to hold a specific Arizona commercial contractor-license classification in addition to using an Arizona-licensed C-11 or CR-11 electrical subcontractor.
Prime and electrical Contractor Licensing
7. Wage Determination
Please confirm that the attached wage determination and construction type are applicable to work at this existing federal process facility. The attached decision appears to identify residential construction.
If it is not applicable, please issue the correct wage determination by amendment.
The applicable wage determination is posted
