About this file
This document is a Questions and Answers file addressing contractor inquiries related to a USDA Blakely, Georgia fume hood removal and replacement project. The government confirms that the 12th smaller "range type" hood does not have an alarm and none needs to be installed. Laboratory operations will continue during work, with partial shutdowns coordinated between the laboratory and contractor for specific work areas. Core laboratory hours are Monday through Friday, 8:00 a.m. to 4:30 p.m., though contractors may perform work outside these hours with prior notice and staff scheduling coordination.
The government has revised the 45-calendar-day Period of Performance (POP) to 80 calendar days to accommodate 1 week for submittals, 2 weeks for government review, 4-6 weeks for material procurement, and 1-2 weeks for installation, testing, and calibration. New electrical wiring is not required unless existing 115V wiring is damaged or inadequate. All 11 fume hood alarms require replacement, and any OSHA-compliant manufacturer's alarms are acceptable. The contractor should provide OSHA-certified hood performance reports on each hood with labels and sash marks. Three hoods currently lack working lights and require bulb replacements or repairs. Existing tube steel stands supporting exhaust fans remain in place. A scissors lift may be brought on-site under standard OSHA safety rules at the contractor's sole responsibility. Contractor personnel must sign in/out daily; no badges are required, but a laboratory escort must be present during all work.

1. Per the “Information from site visit” document it appears the 12th smaller fan and vent stack is to be included in the scope to be removed and replaced. It did not appear that an alarm was on the smaller hood but can the government confirm if an alarm is on the smaller hood and if an alarm is on it, is it to be replaced? The smaller “range type” hood does not have an alarm, and no alarm needs to be installed.
2. It appeared all but 2 fume hoods were being used at the time of the site visit. Will the government shut down operations while the removal and replacement work takes place? Partial shutdowns for areas that are being worked can be coordinated between the laboratory and the contractor, The laboratory has flexibilities to move work to other hoods and to perform work at different times, but work will need to continue. A wholesale shutdown for multiple days is not possible. The laboratory generally does not operate on Saturday or Sunday and hood use does is not constant during the day. Coordination between the contractor and the laboratory to coordinate schedules will be essential.
3. Please confirm what the working hours will be. Working hours can be flexible and the laboratory. The core operation hours of the laboratory are M-F from 8:00am to 4:30. As stated in the reply to question 2 above coordination of schedules will be needed. It is possible for the contractor to perform work earlier in the mornings, later in the evening and even Saturday or Sunday but prior notice must be coordinated so that staff schedules can be adjusted to ensure that a laboratory representative is present during all contractor work.
4. Are the existing tube steel stands that support the exhaust fans and vent stacks remaining in place?
Yes
5. Can the 45 calendar day POP be revised to 80 calendar days? In speaking with LOC Scientific, it appears it’ll take 1 week to gather submittals, 2 weeks for government review time, 4-6 weeks to procure materials after approval, and another 1-2 weeks to install new material, test the fume hood, and calibrate the alarm. These weekly durations total approximately 80 calendar days. Required logistics/lead times will be taken into consideration.
6. The SOW states that we are to complete new electrical connection to exhaust fan motor. Is the meaning of this sentence for the new electrical connection to be for us to reconnect the previously disconnected existing 115V wiring and material to the exhaust fan motor? It does not appear the intent is for us to pull new wire but please advise. New wiring should not be necessary unless existing wiring is damaged or inadequate. The intent is not to replace wiring that is not compromised in some way.
7. The SOW mentions that we are to test fume hood per OSHA requirements and calibrate alarm but can the government confirm if a test and balance is required to adjust fan speed on the exhaust fan motor? The laboratory cannot confirm what adjustments can or would need to be performed on installed equipment if fume hoods are not meeting OSHA requirements.
8. Can the government confirm if an existing building automation system (BAS) / DDC controls is in place on the fume hoods and their exhaust fans? There is no Building Automation System Installed. Each fume hood has its own power switch and blower. Hoods operate independent of each other. There is not dynamic DDC system that controls face velocity. Sash marks are used to indicate the highest point at which OSHA face velocity requirements are met so that users know that a sash at that mark or lower is sufficient.
9. For the testing of the fume hoods to be per OSHA requirements, is the government expecting an OSHA certified hood performance report on each hood? Attached (third page) is an example of the report expected. In addition, labels and sash marks are expected.
10. In reviewing the SOW, it appears one fume hood light is to be replaced. Can the government confirm how many fume lights are to be replaced? In speaking with LOC Scientific, they were under the impression that 3 fume hood lights were to be replaced. The reference to lights being replaced was to ensure evaluation of the lights in hoods occurs and that at completion of the work all hoods have lights that are working. Any inoperable lights need to be replaced or repaired. Currently there are 3 hoods without light but those are likely just need bulb replacements.
11. In speaking with LOC Scientific, it appears 3 of the fume hood’s alarms were properly working and 8 alarms that did not work. However, in reviewing the SOW it appears all alarms are to be replaced. Can the government please confirm all alarms are to be replaced? Yes all new alarms need to be installed. 11 total. The small “range type” hood that does not have a sash does not currently have or need an alarm.
12. If a manufacturer other than LOC Scientific can provide fume hood alarms that are compatible with the existing fume hood, would additional manufacturers fume hood alarms be acceptable? Any manufacturer’s alarms are acceptable if they meet OSHA requirements for fume hood use and function properly to alert users when face velocity is too low.
1. Means and methods – scissors lift on site. Are there any restrictions on bringing a scissors lift onto the jobsite to support the exterior exhaust fan and stack work (e.g., approved staging areas, surface or weight limitations, height clearance, or other facility constraints)? A scissors lift may be brought on site. The lift must be operated within all normal OSHA worksite safety rules and regulations. The contractor will be solely responsible for operating and securing any equipment brought on site.
2. Badging. What are the badging requirements for contractor personnel performing work on site?
Specifically, what is the process and lead time for obtaining badges, what identification or documentation must employees present, and are background checks or any other pre-screening required prior to arrival? Apon arrival every day, every contractor on site that is not an employee of the laboratory must sign in. If they leave, they need to sign out and back in upon return. A log will be made available. The site is small and does not issue badges and there is no lead time or documentation that must be presented by contractors. A laboratory escort (the lab supervisor or designee) will be assigned and available. Contractors cannot do any work on site without a designated escort present.
