About this file
This is a Questions and Answers document for solicitation 12639526Q0102, a new federal contract requirement for a third-party review of the USDA's Center for Veterinary Biologics (CVB) authorities, regulations, and guidance documents. The document contains twelve questions and answers received by May 8, 2026, at 5:00 PM CT addressing procedural and technical aspects of the solicitation.
Key clarifications include confirmation that this is a new requirement with no incumbent contractor, and that Regulatory/Policy Expert(s) qualifications may be satisfied through a combination of internal team members with collective experience in regulatory interpretation, governance assessment, policy analysis, and compliance analysis. Experience from other federal regulatory environments, including the Department of Defense, may be considered relevant if applicable to veterinary biologics regulations. The government confirmed it will provide access to most documents in digital format, either directly or through CVB's website, with the anticipation of no more than 100 pages of additional documents beyond those listed in Task 3.1; however, contractors must source any non-USDA documents independently. The document references solicitation amendment 12639526Q0102-0001 for submission format requirements, page limitations, and instructions to offerors under FAR provision 52.212-1, and confirms that no cover letter is required. Additionally, AGAR clauses 452.239-72 and 452.239-75 were removed from the solicitation via amendment.

Question 1: We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
Answer 1: This is a new requirement.
Question 2: For the “Regulatory/Policy Expert(s)” identified in PWS Section 7.0, will the Government consider broader federal regulatory governance, policy analysis, regulatory interpretation, authoritative-source assessment, and regulatory modernization experience within other federal operational environments as relevant experience responsive to the requirement?
Answer 2: Experience with other federal operational environments may be considered relevant if applicable to veterinary biologics regulations.
Question 3: PWS Section 7.0 states that the required functions “may be covered by one or more positions.” May the Government confirm that the “Regulatory/Policy Expert(s)” requirement may be satisfied through a combination of internal team members whose collective experience includes regulatory interpretation, governance assessment, policy analysis, regulatory guidance evaluation, compliance analysis, and authoritative-source alignment experience?
Answer 3: Comprehensive experience may be covered by any combination of internal team members, especially if there is strong biologics regulatory experience and expertise.
Question 4: For purposes of evaluating “Regulatory/Policy Expert(s)” qualifications and relevant past performance under PWS Section 7.0, will the Government consider experience involving enterprise-scale federal governance assessment, regulatory consistency analysis, cross-authority compliance analysis, policy interpretation, and authoritative-source traceability within Department of Defense or other federal regulatory environments as relevant experience?
Answer 4: Experience involving the Department of Defense or other federal regulatory environments may be considered relevant, especially if there is strong biologics regulatory experience and expertise.
Question 5: May the Government clarify whether the veterinary biologics subject matter expertise identified under PWS Section 7.0 is expected to support all technical workstreams throughout the Period of Performance, or primarily those activities involving biologics-specific regulatory interpretation, benchmarking, stakeholder engagement, and recommendation validation activities?
Answer 5: Please refer to the PWS section 7.0 in “Attachment 3 - Performance Work Statement (PWS) Amendment 0001”. This document is located in the “Attachments/Links” section of this posting.
