About this file

This is a Questions and Answers document for a USDA solicitation for milk carton traps used in pest management programs. The document provides clarification on various aspects of the procurement through photographic examples and detailed responses.

The solicitation seeks Firm-Fixed-Price Indefinite Delivery, Indefinite Quantity (IDIQ) supply contracts for milk carton traps, with a maximum total contract value of $150,000 across five one-year ordering periods. The Government guarantees a minimum order of 18,000 milk carton traps at contract award. No scope changes have been made from the previous requirement, and previous price proposals will not be shared; contract award data is available on SAM.gov. Respondents without prior USDA milk carton trap contracts must submit 10 samples of their quoted materials for technical evaluation. If quoted dimensions differ from the provided drawing, quoters must provide a digital rendering with all dimensions. The traps are die-cut cardstock with holes in the top and bottom that fold inward to create a ½-gallon-sized milk carton shape, with a separate skirt section. Assembly requires minimal folding and/or stapling. The document includes multiple photographs showing various views of assembled green spongy moth and gypsy moth traps, demonstrating the final product configuration, assembly method, and trap dimensions.

United States Department of Agriculture Questions and Answers

Q1

Was there a previous incumbent? If so, can you share their price proposal?

A1

Multiple previous requirements were competed and awarded via Purchase Order. Price proposals will not be shared. Contract award data should be located on SAM.gov

Q2

Has there been any changes to the scope from the last?

A2

No.

Q3

Is there a set budget for this solicitation?

A3

It is anticipated that a Firm-Fixed-Price (FFP), Indefinite Delivery, Indefinite Quantity (IDIQ) supply contract will be awarded as a result of this combined synopsis/solicitation. The IDIQ will consist of five (5) one-year ordering periods and will have a maximum total contract value of $150,000.00. The Government guarantees a minimum order of 18,000 milk carton traps which will be ordered at the time of award.

Q4

Is there any way you could send me a better illustration of the cartoon? We can't clearly see some of the measurements.

A4

Unfortunately, a better illustration is not available. Below are pictures of previous traps purchased by the USDA. Furthermore, all respondents that have not provided Milk Carton Traps under a previous contract with the USDA must provide 10 samples of the quoted materials to be used under the resulting contract. Sample materials will be used for technical evaluation of the quote. If dimensions differ from the provided drawing, the quoter must provide a digital rendering with all dimensions of the quoted trap.

Q5

Can you send me an example of the complexity of the graphics and is there some wiggle room on how the moth tray goes together?

A5

The traps are die cut with a hole in the top and one in the bottom. The trap folds inward to make a ½ gallon sized milk carton. With some folding and / or stapling it goes together quickly. There is a skirt section that is separate, but the main trap goes together from one piece of the cardstock.
