About this file

This document is a Requests for Information (RFI) and Responses record for solicitation 12639526Q0038, which pertains to the replacement of boilers, reheat coils, and cooling tower equipment at the USDA Cotton & Tobacco Program facility. The RFIs address technical and operational questions regarding equipment specifications and site access constraints during the installation project.

The responses clarify the following key requirements and constraints: cooling tower models are acceptable as long as specifications are met (specific model Paragon DT-200l approval confirmed), tower fan installation must include a Variable Frequency Drive (VFD), scissor lifts are permitted on the second floor without limitations, crane placement is preferred on improved surfaces rather than grass due to uneven and soft ground conditions, and rear drive access may be blocked during crane activities provided advance notice and an agreed-to schedule are provided to accommodate deliveries and trash pickup. These clarifications establish the operational parameters and equipment flexibility for contractors bidding on the complete removal and disposal of two steam boilers and one cooling tower, along with installation of replacement equipment including piping, valves, insulation, electrical work, temperature controls, and commissioning.

RFIs and Responses, 12639526Q0038

RFI #1 – Is the cooling tower Paragon DT-200l acceptable?

As long as it meets the specifications it is acceptable. We do not have any specifics on the model named.

RFI #2 – Will the tower fan require a VFD?

Yes RFI #3 – Is a scissor lift permitted on the second floor? If so, are there any restrictions or limitations?

Yes, it is permitted and has been used in the past without limitations.

RFI #4 – Is the crane for the cooling tower replacement restricted to hard surfaces, or can it be set up in the grass nearer the existing towers?

It is preferred that the crane stay on the improved surfaces. The grass in that area is unlevel and soft.

RFI #5 – Are there any restrictions to the hours in the rear drive? Can it be blocked by the crane activity during normal business hours?

As long as we have advance notice and an agreed-to schedule. We can make accommodations for deliveries and trash pickup.
