About this file
This is a Limited Source/Brand Name Justification document from the United States Department of Agriculture (USDA) Animal and Plant Health Inspection Services (APHIS) for procuring ten (26) PortaCount™ Respirator Fit Tester 8048's from TSI Incorporated. APHIS has been using PortaCount respirator test systems since 1998 and is now replacing their older Model 8038 units with the updated Model 8048, which offers improved data transition capabilities into the APHIS Response Information System (ARIS) for employee medical monitoring surveillance.
The justification follows Federal Acquisition Regulation (FAR) guidelines for simplified acquisitions, noting this is a follow-on requirement with previous contract awards dating back to 2012. TSI is the sole recommended source due to the brand's long-term reliability with APHIS's Respiratory Protection Program, particularly during zoonotic outbreaks and eradication efforts. The document indicates that APHIS and TSI have an agreement to trade in and recycle the older units, with pricing expected to be fair and reasonable based on their existing relationship and the volume of purchase.
