About this file

The SF 30 Amendment PA01 for Solicitation 12639525Q0059 provides clarification on bale bag specifications for the USDA, AMS, Cotton and Tobacco Program. The amendment specifies detailed requirements for bale bags, including minimum bag length of 100 inches, an opening of at least 72 inches, and gussets of equal width within 1 inch tolerance. Additionally, the amendment introduces "Attachment 4 - FAR 52.225-2 Buy American Certificate" which vendors must complete and submit with their quotation.

This amendment is part of a solicitation for a five-year, single-award, firm fixed-price indefinite-delivery, indefinite-quantity (IDIQ) contract for cotton bale bags. The USDA will evaluate quotes based on technical qualifications, experience, past performance, and price, with technical and past performance weighted more heavily than cost. Vendors must be registered in SAM.gov, qualify as a small business under NAICS code 314910, and submit a sample bag for evaluation by March 12, 2025. The anticipated contract award date is March 31, 2025, with the contract to be awarded to the most advantageous responsible offeror.
