2. Description of supply or service required .

The bear trap monitors purchased from Telonics uses Assetlink Services, the units are used in the field where satellite coverage is most ideal. These monitors are used on culvert traps where travel to reach the trap to check for animal capture is difficult.

This monitoring service will assist greatly with cooperators to check traps electronically, saving gas and manpower. There are no other vendors that can provide satellite service signal to the specific monitors purchased.

The Rhinelander District Wildlife Services purchased 52 monitors from Telonics for our bear traps. Our purchase needs will be for yearly trap monitor satellite service from the provider Assetlink. Service will start 02/01/2024 and be valid for one year.

We would like to set up a 5 year contract for service with Assetlink (Feb 2024 - 2029).

Assetlink is the only vendor that can supply the programmed satellite needed for the Telonics units.

3. The rationale or circumstances for limiting competition.

The statutory authority is 41 U.S.C. 253( c )(1) FAR 6.302-1: The property or services needed by the executive agency are available from only one responsible source and no other type of property or services will satisfy the needs of the executive agency

4. A description of the market research conducted and the results or a statement of the reason market research was not conducted.
