About this file
This document contains questions and answers regarding Solicitation 12639524Q0005 for the delivery and installation of a walk-in cooler for the US Department of Agriculture Animal and Plant Health Inspection Service Marketing and Regulatory Programs Business Services. Vendors are to quote options for a walk-in cooler with a smooth floor, external ramp, and monitoring system to notify personnel by email if temperature or humidity conditions go out of range. The completion date is December 1, 2023 but can be extended to December 12, 2023 for the cooler to be fully operational. Power will be provided from a 208V 3-phase disconnect located inside the building wall. The contractor is responsible for power from the disconnect to any cooler components inside or outside. The condensing unit will be located on an exterior concrete pad provided by the contractor as close as possible to the evaporator coil inside the cooler.

Q: Is there a cost estimate, budget or ballpark figure for the project listed? Is there an actual start date for the project?
A: USDA doesn’t have any information to share regarding an estimate, and the start date is as soon as possible (likely the date of award).
Q: The solicitation indicates the completion date is December 1, 2023. This is an extremely short turnaround. Is there any opportunity for extension of the performance period?
A: It can be extended to December 12, 2023. The cooler must be fully operational on this date.
Q: I see that this walk-in condensing unit is of the outdoor type. Can you tell me where the condensing unit will be located and approximately how far that is from the walk in itself? In order to quote this walk in properly, the line size of the refrigeration is quite important and that is based on the distance from the walk-in evaporator coil in the box.
A: The condensing unit will be located on the outside on a concrete pad as close to the evaporator coil in the box.
Q: Are we to quote a walk-in with a floor? The RFQ mentions the walk-in will sit on existing tile floor, which could mean you don’t want the floor included with the box. If you do want a floor included with the box, do you want a s/s tread plate or smooth floor? If you want a floor, do you want an external ramp?
A: Yes, quote a walk-in with a floor. The floor should be smooth. Quote an external ramp as an option. SEE REVISED ATTACHMENT 1 SOLICITATION 12639524Q0005
VENDOR QUOTATION FORM POSTED ON OCTOBER 23, 2023. THE FORM HAS
BEEN REVISED TO INCLUDE AN OPTION FOR THIS EQUIPMENT.
Q: It was determined the compressor would sit outside on a concrete pad (pad to be provided by the USDA). This will require holes to be put in the exterior wall to accommodate the electric lines and refrigeration lines. Do we need approval from the landlord to do this and if so, will you get this in advance?
A: The contractor will be required to provide the concrete pad for the condensing unit. USDA will have approval from the landlord for any building modifications.
Q: It was asked if we could provide a door alarm. Is this something we should add?
A: USDA is wanting a monitoring system so that when conditions (temperature or humidity) go out, USDA personnel will be notified by email. This should be quoted as option. SEE REVISED ATTACHMENT 1 SOLICITATION 12639524Q0005 VENDOR
QUOTATION FORM POSTED ON OCTOBER 23, 2023. THE FORM HAS BEEN
REVISED TO INCLUDE AN OPTION FOR THIS EQUIPMENT.
Q: It was also suggested at the site visit the USDA could run the 200 feet of electric conduit and wiring from the panel through the wall to the outside with an all-weather disconnect box. Is this possible?
A: A disconnect will be located on the inside wall at the front of the cooler. The power will be 3 PH, 208V with an added neutral for any 120V power that would be needed. Power coming from the disconnect to any components of the cooler are the responsibility of the contractor whether inside the building or outside.
