About this file

This document contains questions and responses related to a federal solicitation for demolishing an existing flight pen and installing a new one at the National Wildlife Research Center in Gainesville, Florida. The solicitation seeks demolition of the half-acre flight pen, removal of existing materials, and replacement with new galvanized steel columns, zoo mesh, doors, and a 10x10 equipment entryway. The contractor will be responsible for structural engineering, foundations, ensuring column integrity and durability, cable bracing, grounding, and obtaining any required permits. The owner will remove temporary irrigation lines and allow use of existing utilities during construction. All existing materials must be removed from the site. The estimated construction completion time is 90 days from notice to proceed in September.

1. Who would be responsible for Structural Engineering and Foundation Design?

The contractor is responsible for this.

2. What is the diameter of schedule 40 steel columns required?

The minimum diameter should be able to adequately and safely maintain the integrity of the flight pen. It is the responsibility of the contractor to ensure an appropriate size is used.

3. Alternate column materials in lieu of galvanized steel pipe- Would you be alright if we used alternate column materials due to costs constraints – see examples below?

6”x40’ SCH 40 Galvanized pipe = $1750 +Tax and shipping 8”x40’ SCH 40 Galvanized pipe = $2500

12” square Concrete Utility Poles could be $1250

There is also a product called ECO Pile, which is a composite used on docks and piers that’s about $25/foot for 12” or $45/foot for 16” https://shorelineplastics.com/ecopile/

It could be $1000 per pole for the eco pile. It may be the ticket?

We would like galvanized steel pipe used as we feel this will last the longest and have the best integrity.

4. Will cable bracing extending around the perimeter of Flight Pen from top of perimeter column at 45 degrees to screw anchor at ground be alright?

This should be fine, as long as it is safe, durable, and the bracing ensures the long term structural integrity of the flight pen.

5. Will lightning protection grounding the all-steel Flight Pen (steel columns & SS Zoo Mesh) with ground rods?

This needs to be determined by the contractor, and it needs to be up to Gainesville City and Alachua County codes/recommendations.

6. Will the existing primary entry portal into Flight Pen remain? The new 10’ x 10’ equipment entryway shall be designed and included.

Yes, we would like the current primary entry portal to remain, but mesh should be replaced with zoomesh. The new 10” x 10” equipment entryway should also be included. The door near the observation booth should be replaced new.

7. Will we be allowed to use the Owner’s existing electric and water during construction?

Yes, you can use our water and electricity during construction.

8. After demolition and/or removal of existing wood columns and mesh screen will the Owner be interested in saving any existing materials or will all demo material be disposed of off-site by

GC?

All material should be disposed of off site by the GC.

9. Will any local building permits be required for GC to obtain?

The contractor will be responsible for investigating and procuring any needed permits.

10. Do you have an estimated construction time for completion?

The solicitation states 90 days after receipt of the Notice to Proceed. Construction would begin in Sept.

11. It would be difficult to determine equal zoo mesh. We do not have anything on mesh except a number (i.e.: weight of fabric?). The manufacturer specified is in New Jersey but gets shipped from Mexico. Would it be possible to get a variance?

An amendment addressing this will be issued in the next day or two.

12. We noticed the drawing referenced panels for the zoo mesh. Is the intent to have a steel frame to attach the mesh or can the mesh be draped over steel cables?

The mesh needs to be firmly attached, not merely draped over.

#1 – For demo. Does the site want to keep the wood poles or any of the existing mesh or is it all to be removed and taken of site?

Everything should be removed and taken off site.

#2 – Tree Trimming. Will the site be trimming back the existing tree’s that hang over the existing site?

No, if the contractor feels they need more room to complete the job, they should include tree trimming in their estimate.

#2A - Also what about the outside perimeter of the enclosure – there was mention of being able to drive around the enclosure in the past. How wide?

The contractor can currently drive up to the south edge of the enclosure. If additional tree removal is needed, it will be the responsibility of the contractor and any/all tree removal must be approved by/coordinated with the on-site POC.

#3 – Doors. I just wanted to clarify - we are to replace two of the doors (1 man door by observation room and 1 larger equipment access) – with new.

Yes, they should be replaced with new.

#4 – Existing Entrance Vestibule to remain – just with new mesh – correct?

Yes, that is correct.

#5 – Two trees in the middle of the aviary to remain?

These middle trees should remain but they can be trimmed back by the contractor if that is helpful.

1. Who will be responsible for removing the temporary irrigation lines running on top of the ground inside the proposed flight pen area?

The temporary irrigation lines will be removed by the owner (NWRC) prior to the contractor beginning their work.

2. Several areas around the outside of the proposed flight pen will need to have trees and/or brush trimmed back will this be done by owner or contractor.

Yes, this will be done by the contractor. Tree removal activities will need to be coordinated/OK’d by the on-site POC.

3. Will the existing electrical outlets located in the center of the flight pen remain in the same location Yes, the same location please.
