1. This amendment is written to extend the due date for receipt of proposals to July 21 at

11 a.m. CT. Additionally, it has come to the contracting officer's attention that the steel used to produce "Zoo Mesh or equal" as specified in the solicitation is either not available in the United States or is cost-prohibitive to acquire in the United States.

2. See the clause at 52.225-9 Buy American Act--Construction Materials on pages 7 to 11 of the solicitation. Contractors are obligated to use only domestic construction materials in performing the contract, except as provided in paragraphs (b)(2) and (b)(3) of this clause.

12639522R0026/0002 construction material would be unreasonable. The cost of a particular domestic construction material subject to the requirements of the Buy American statute is unreasonable when the cost of such material exceeds the cost of foreign material by more than 6 percent, per paragraph

(b)(3)(i).

3. In accordance with paragraph (c)(1)(i), any Contractor request to use foreign construction material in accordance with paragraph (b)(3) of this clause shall include adequate information for Government evaluation of the request, including--

(A) A description of the foreign and domestic construction materials;

(B) Unit of measure;

(C) Quantity;

(D) Price;

(E) Time of delivery or availability;

(F) Name and address of the proposed supplier; and

(G) A detailed justification of the reason for use of foreign construction materials cited in accordance with paragraph (b)(3) of this clause.

4. Additionally, a request based on unreasonable cost shall include a reasonable survey of the market and a completed price comparison table in the format in paragraph (d) of this clause (next page). To permit evaluation of requests under paragraph (c) of this clause based on unreasonable cost, the Contractor shall include the following information and any applicable supporting data based on the survey of suppliers (next page).

5. Any offeror wishing to supply a product equal to Zoo Mesh shall include all details/ specifications necessary to allow the government to evaluate the proposed product. Offerors proposing to supply Zoo Mesh, which is understood to not be a domestic product, shall adhere to 52.225-9 Buy American Act--Construction Materials, and include the required information with their proposal.
