About this file
This document contains questions and answers regarding a solicitation for electrical distribution upgrades at the New York Animal Import Center. The solicitation seeks proposals to upgrade electrical panels and transformers across several buildings to meet current capacity needs as specified in the equipment listing. Proposals must include pricing for design services, materials, and installation of new panels and transformers sized according to requirements, along with feeders and overcurrent protection devices. Questions regarding future growth specifications and recommendations from an arc flash study were clarified to confirm the scope of work addresses only current needs as defined in the equipment listing. Working space requirements and code compliance for new installations will be enforced.

NYAIC Electrical Distribution Upgrades Project Offeror’s Questions received 1/20/2022
1. In the Statement of Work 1.0D. Scope it indicates that the Arc-Flash Study must include the following, “Discuss Future Growth of Electrical Services and Preliminary Order-of-Magnitude Cost Estimate to Implement Recommendations”. If the recommendations for future growth and the associated cost are derived from the Arc-Flash Study, then these costs would not be included in the proposal for this project, correct? Discussions related to future growth and future growth evaluation has been removed from the Statement of Work (SOW). Panels and transformers shall be sized according to the Building Equipment Listing identified in the SOW.
2. In the Statement of Work 1.0 C. Description, it states that “New panel sizing shall be evaluated to accommodate future dedicated load additions, taking into account spare capacity requirements.” Is this proposal only requiring an evaluation, as stated, without the recommendations being incorporated into the work? To what extent are the electrical panels to be sized for these future loads to be added? Available space only or space and Ampacity? Future dedicated load additions and language associated with future growth and future loads has been removed from the Statement of Work. Panels and transformers shall be sized according to the Building Equipment Listing identified in the SOW.
3. The Statement of Work 1.0 C. Description further states “New transformers shall be sized for larger amperage capacity to transform 480V to 208/120V.” To what extent are the KVA ratings of the transformers to be increased? Replacement of the transformers with larger units will require new feeders routed to and from the transformer. Is this to be included in the proposal or addressed as additional work through a change order as a result of the Arc-Flash Study? Transformers and panelboards shall be sized to meet current needs/conditions which is displayed per the Building Equipment Listing in the Statement of Work. Future growth statement has been removed from the Statement of Work. New feeders shall be included in proposal, wire size estimate to be sized for transformers, and panels per the Building Equipment Listing identified in the SOW.
4. Are we to assume that the current AIC ratings of: panels, circuit breakers, and other electrical equipment are adequately rated to handle any change resulting from the transformers being “sized for larger amperage capacity” - refer to the NEC Article 110.24 (B)? Current AIC ratings for equipment meets both current and future needs. Future growth statement has been removed from the Statement of Work.
5. Will the installation of new electrical panels need to be in compliance with the current National Electrical Code? Correct, the latest NEC needs to be followed.
6. Will working space requirements be enforced? If so, several panels installed within electrical closets appear to have been installed such that a one for one replacement would not be compliant with the current code - refer to NEC Article 110.26 (A) (1) and (2). If these panels need to be relocated and the conduits/conductors for the feeders and branch circuitry need to be extended, will this extensive amount of work be addressed as additional work through a change order? Electrical closets are all 24 inches deep and 48 inches wide which will accommodate two 20-inch-wide panels, side by side. Seven buildings have panels side by side which will allow for plenty of room to be NEC compliant.
7. Several of the electrical panels fed from the secondary of transformers currently have no overcurrent protection devices as required by the current code. Will these OCPDs be required to be added? Overcurrent protection devices shall be added as required by code.
8. The Statement of Work 1.0 D. Scope states “The Project shall be priced to encompass labor hours for design services which is the initial part of this project”. Will the indicated design work be required to included professional engineering services? Submission of shop drawings are required for review and approval by USDA prior to incurring costs for materials and prior to installation.
9. The Questions and Answers No: 3 response, affirmatively indicated that the sub-panel feeder cable and conduit get replaced. In certain instances, the main panel located in a building is actually a sub fed panel from the adjacent building. Therefore are the underground feeder conduits and conductors routed between buildings also to be replaced? Underground feeders and conduit to remain.
10. The Questions and Answers No: 1 and 2 referred to replacement of the overhead services drop from the pole to the building and from the weather head to the main panel. This is specific to the emergency power system. It was indicated that these items are not to be replaced. Are the underground service entrance conductors for the normal power routed from the pole to the main panel in the building to be replaced? Underground service entrance conductors to remain.
