This Request for Quote for Janitorial Services is being conducted in accordance with FAR 13, Simplified Acquisition Commercial Services Procedures. Simplified acquisition procedures will be followed. This solicitation will result in a firm fixed price commercial services janitorial contract.

EVALUATION OF QUOTES

The Government will award a contract in accordance with FAR part 13.106 resulting from this solicitation to the responsible contractor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award will be made to the quote determined to be the best value which will include a comparative evaluation of contractor quotes considering price, technical capability, and past performance. The USDA’S comparative evaluation of contractor quotes will consider the contractors ability to meet the agency’s needs and the contractor’s demonstrated ability to provide the services requested in the statement of work.

It’s the contractor’s responsibility to provide sufficient information on the services they are quoting for this solicitation. The government does not assume the responsibility to search for information on the services the vendor is offering.

PART II – STATEMENT OF WORK

1.0 BACKGROUND

This requirement is for the United States Department of Agriculture (USDA), Animal Plant Health and Inspection Service (APHIS), Wildlife Services (WS).

USDA APHIS Wildlife Services (WS) in Pocatello, Idaho. This program provides supplies to support Wildlife Services mission. The mission of USDA APHIS Wildlife Services (WS) is to provide Federal leadership and expertise to resolve wildlife conflicts to allow people and wildlife to coexist.

1.1 CONTRACT TYPE AND TERM

This solicitation will result in the issuance of a firm fixed price multiple year commercial services janitorial contract.

The base period of performance will be from October 1, 2022 to September 30, 2023 and shall be for a base period of twelve months with four (4) twelve (12) month options to renew. The

Contractor shall be notified by written notice within 60 days contract anniversary date of the

USDA’s intent to renew the contract. If all the option periods are exercised by the USDA, the contract will expire on September 30, 2027.

1.2 SCOPE OF WORK

Services are to be performed at the USDA facility located at: USDA APHIS WS Office, Pocatello, ID. The square footage of the area to be cleaned is 3,000 sq.ft. Pricing shall include all costs necessary to accomplish the services in the statement of work (including but not limited to:

overhead, general and administrative, profit, insurance, transportation, labor hours, equipment and supplies).

The janitorial services will meet with all standards of cleanliness, which will reflect good housekeeping, as determined by the on-site Contracting Officer’s Representative (COR). The

Statement of Work will be incorporated into the contract. The Government will furnish all hand paper towels, toilet paper, trash bags, air fresheners, toilet seat covers and hand soap.

The Contractor shall furnish all necessary cleaning supplies (disinfectant, cleanser, furniture polish, floor cleaner, glass cleaner, feminine product for dispensers, disposal bags and urinal cakes, mops, floor buffer & pads, brooms, dusters and cloths) and equipment (mop buckets, vacuum cleaners) and equipment (floor buffers, buffer heads, wax striping heads, carpet cleaning machines and supplies), and other supplies required to perform services stated in the statement of work for the cleanliness of the building.

The Government shall furnish:

All consumable products inclusive of but not limited to: all hand paper towels, trash bags, air fresheners, toilet seat covers and hand soap.

Hours: Janitorial Services are to be performed one day per week: (Contractor may choose the day of the week to perform services). Hours of business of the facility are from Monday – Friday

12639522Q0226 7 9/8/2022 from 8:00 AM - 4:00 PM (Excluding national holidays and weekends) to ensure completion of all the tasks listed below. All services will be performed on every weekly visit unless otherwise noted.

Upon award of this contract, it is required that the contractor adheres to the Statement of Work and all tasks shall be done expeditiously and on schedule. The tasks required in the Statement of Work

(SOW) are as follows:

1.3 DUTIES

ONCE PER WEEK TASKS

• Thoroughly clean and polish all entry area glass.

• Empty and clean all wastepaper baskets in the facility, replace all basket liners, and wash wastepaper baskets if necessary.

• Empty and clean all garbage pails.

• Spot clean desks, tables, counters and other work surfaces to remove coffee rings, spills and other noticeable marks.

• Dust accessible areas (those areas clear and free of any papers, boxes, trash, etc.) in all office areas (i.e., file cabinet tops, desktops, monitors, etc.).

• Remove all garbage from office and place in the designated exterior dumpster bin.

• Clean and disinfect water fountains.

• Clean and disinfect all restroom surfaces. This shall include toilets, toilet partitions, sinks, soap and towel dispensers, doors, handles, etc.

• Clean mirrors in restrooms with glass cleaner.

• Clean, disinfect, and mop all restroom floors with soapy water or cleanser containing water.

Remove newly discovered stains on floor tile as soon as possible.

• Disinfect and wipe down doorknobs and surrounding area of bathroom doors.

• Restock necessary restroom supplies, i.e. paper towels (in dispensers), toilet tissue, receptacle liners,

• Spot clean all visible marks on walls and partitions.

• Vacuum all carpet areas and rugs. Spot clean any carpet areas that have become visibly soiled (stains that can be removed by hand). Sweep and mop all floors with a neutral cleaner.

• Dust any tables

• Disinfect telephone handsets and keypads.

• Disinfect light switches and door handles.

• Sweep, mop, vacuum rugs in breakroom.

• Remove spider webs when observed, whether around furniture, in corners, at the ceiling level, or on the walls. Dust window blinds with magnetic duster or equivalent means. Dust tops of doors, door frames, floorboards, wall hangings and air vents.

• Clean windowsills with a damp cloth.

• Clean inside of exterior windows with glass cleaner (as needed).

• Wipe bases of chairs clean.

TWICE PER YEAR

• Shampoo carpet

• Strip and wax office restroom floors

General Instructions, Notices, and Rules

• Appropriate signage will be used during cleaning to prevent slips and falls

• Utility carts/rolling trash cans must be used to transport trash throughout the building to the outside dumpster.

• Trash bags must not be dragged along the floor or allowed to drip.

• Trash will not be stored in the janitorial room or other locations within the PPQ

• No WS paper towels/products are to be used when cleaning.

• Do not clean the computer monitors or television (TV) screens. Cleaning the monitors and/or screens can result in damage.

• The Contractor must provide the Government a background check for any janitorial employee being considered for service at the USDA facility. The background check must be provided prior to the employee beginning work at the facility.

• No unauthorized personnel are permitted in the WS buildings. Unauthorized personnel include: Family members, Children, Friends, Pets, People who have not completed and passed the background check (including contract holder’s employees), and people who do not have an issued badge. These people are not permitted to be in the WS buildings. No exceptions.

• Cleaning equipment, supplies, rags, etc. will be cleaned, changed, sterilized, and/or sanitized, as appropriate, to avoid cross contamination and maintain sanitary conditions.

• All mops are to be cleaned daily and will be replaced as needed or on a monthly basis, whichever occurs first.

• At least one male and female restroom in the building must be available if staff are still in the building. Do not close all restrooms at the same time.

• The Janitor closets are to be kept in an orderly manner (mop sink clean; floors scrubbed and mopped as needed)

• Contractor will be responsible for moving and replacing furniture and equipment to the original setting after cleaning.

1.4 SELECTION OF CLEANING AND PAPER PRODUCTS

The Contractor shall ensure that all cleaning solutions shall be used in strict conformance with the product's Environmental Protection Agency (EPA) and state requirements. All manufacturers' instructions and recommendations for the use of cleaning solutions shall be strictly followed. In addition, the contractor shall comply with all federal, state, or local laws and regulations

12639522Q0226 9 9/8/2022 concerning the use, storage, and disposal of hazardous materials. The contractor shall minimize the use of harsh chemicals and the release of irritating fumes.

The USDA is mandated by legislation and executive order to purchase products that are good for the environment. Below are minimum requirements for paper products, industrial wipes and trash liners that must be used by Contractors in a USDA service contract. The successful Contractor will be required to meet or exceed the below-listed mandatory environmental- prefer ability criteria. The offered products must meet requirements as stated below:

a. Disposable paper products: The disposable paper products must contain at least 100% recovered materials and 30% post-consumer product and manufactured without the additional use of elemental chlorine or chlorine compounds.

b. Plastic trash bags: Plastic trash bags and other liners with a minimum of 30%·post-consumer recycled content.

c. General purpose industrial wipes: The general purpose industrial wipes must contain at least

100% recovered materials and 40% post-consumer content.

d. Cleaning fluids: Cleaning products shall have highest percentage of bio-based products practicable. The cleaning fluids must be in accordance with Colorado Code of Regulations low

VOC cleaning products OR Green Seal Standard GS-37 approved.

FEDERAL REQUIREMENTS

1. All chemicals used will be those commercially available which meet Federal, state, and local codes.

2. The Contractor shall use green cleaning products made with bio-based materials and or recycled materials to the greatest extent possible.

3. Preference should be given to concentrated cleaning chemicals which use ecologically sound packaging and are phosphate-free, non-corrosive, non-flammable, and fully biodegradable.

4. The Contractor will take every precaution to ensure that only safe products are used. Information can be obtained from Federal, state, and local agencies concerning the safety of chemical cleaning materials.

5. Contractor will provide COR with Material Safety Data Sheets (MSDS) as specified in this contract and keep the sheets current for any product that is used in this contract.

6. The Contractor shall use paper products and trash can liners that meet the requirements as described above.

1.5 DEFINITIONS

Green Cleaning: A planned and organized approach to cleaning that is designed to protect the occupants’ and workers' health, while at the same time reducing the impact on our environment.

Green Cleaning affects all aspects of cleaning to include: stewardship; communication; the selection of cleaning chemicals, janito1ial equipment, paper and supplies; plus the procedures and methods in which the cleaning is accomplished, pollution prevention strategies, and other opportunities that when used reduce the impact when compared to traditional cleaning procedures and practices.

Environmentally Preferable: Means products or services that have a reduced effect on human health and the environment when compared with competing product s or services that serve the same purpose.

The Contractor must comply with Section 9002 of the Farm Security and Rural Investment Act of

2002 (FSRIA), Executive Order (EO) 13423, “Strengthening Federal Environmental, Energy, and

Transportation Management,” and the Federal Acquisition Regulation to provide biobased products.

The Contractor shall utilize products and material made from biobased materials (e.g., biobased greases, biobased hydraulic fluids, biobased absorbents) to the maximum extent possible without jeopardizing the intended end use or detracting from the overall quality delivered to the end user.

All supplies and materials shall be of a type and quality that conform to applicable Federal specifications and standards. All supplies and materials to be used in the performance of work described herein are subject to the approval of the Contracting Officer Representative (COR).

The following is an example list of products that may be used in this contract for custodial services for which biobased products are available. The list is not all inclusive. It is desirable that vendors be able to supply the greatest number of biobased products listed meeting the health and environmental specifications.

Biobased products that are designated for preferred procurement under USDA’s BioPreferred program must meet the required minimum biobased content as stated in the USDA Final Rule available at www.biopreferred.gov. The Contractor should provide data for their biobased products such as biobased content. In addition to the biobased products designated by the U.S. Department of Agriculture in the BioPreferred Program, the Contractor is encouraged to use other biobased products.

The Contractor shall submit with the initial quote a complete list of biobased products, indicating the name of the manufacturer, cost of each material, and the intended use of each of the materials that are to be used in carrying out the requirements of the contract. Additionally, the winning

Contractor on each anniversary date of the contract shall compile a complete list of biobased products, including the information above, purchased to carry out the contract requirements. The

Contractor shall list volume to be used and total cost for each individual product. This information will be used for reporting purposes.

The Contractor shall comply with the provision at FAR 52.223-1, Biobased Product Certification and with the clause at FAR 52.223-2, Affirmative Procurement of Biobased Products under

Service and Construction Contracts.

1.6 QUALITY ASSURANCE

The contractor shall appoint a competent, experienced, and knowledgeable point-of-contact (POC), Supervisor, who shall independently manage, supervise, and act as a representative of the contractor for coordination of all work assignments required under this contract.

The Contractor shall maintain an adequate inspection system and perform such inspections as will ensure that the work performed under the contract conforms to contract requirements. The

Contractor shall maintain complete inspection records and make them available to the

Government. The Government may require reperformance of nonconforming services at no increase in contract price. Nonconforming services will be handled in accordance with FAR clause

52.212-4 - Contract Terms and Conditions—Commercial Products and Commercial Services.

Should the contractor fail to successfully perform any of the cleaning deliverables outlined in this

SOW, the contractor shall re-clean at no-cost to the government. If failure to perform continues, and the contractor does not maintain a consistent corrective action, the Government may require the personnel to be removed from the site or termination of the contract.

No information, other than that which may be contained in an authorized modification to this contract duly issued by the

Contracting Officer, which may be received from any person employed by the United States

Government, or otherwise, shall be considered grounds for deviation from any stipulation of this contract.

1.8 SAFETY AND SECURITY REQUIREMENTS

All contractor personnel employed in the work, while on the premises, shall comply with all building regulations. Contract employees shall wear a USDA issued contractor badge at all times while at the USDA facilities.

Contract employees shall display the badge to USDA personnel while at the USDA facilities.

Under no circumstances will contract employees abuse the authority of the badge.

The contractor and contractor employees are responsible for safeguarding all government property provided for use. The contractor shall establish a method to safeguard and ensure that all card keys/keys, badges issued are not lost or misplaced and are not used by unauthorized persons. Keys shall be used only by authorized contractor personnel for contract related purposes. At the end of the contract period, all keys shall be returned to the Government contact person. Keys issued to the

Contractor by the Government shall not be duplicated. The Contract manager shall ensure that all badges are returned upon termination of employment or at contract end. The Contractor shall report the occurrence of any lost or stolen Government property immediately to the designated

Government contact person. If a key is lost, the lock will be replaced by the Government and the cost deducted from monies due to the Contractor. If the master key is lost or duplicated, the

Government will replace all locks and keys for that system.

A. Contractors shall comply with the personal identity verification (PIV) policies and procedures to be followed by contractors and contractor employees are specified in the Departmental Regulation and Departmental Manual (DM) 4620-002. Copies can be downloaded from the website at http://hspd12.usda.gov

B. In accordance with the USDA policy and directives, a Background Investigation of the janitorial services personnel is required prior to starting work under this contract as well as maintaining it throughout the duration of the contract. The contractor shall, through their own internal background investigation protocol and pre-employment investigation, ensure that each contractor employee submitted for a federal background investigation is reasonably expected to receive a favorable adjudication of their respective investigation.

C. The USDA will pay for the required federal background investigation. The government shall have and exercise full and complete control over granting, denying, withholding, or termination the background investigation clearance for employees.

D. All contractor personnel that will have access to the USDA facility will be required to have a background investigation with no less than favorably adjudicated results. The level and type of background investigation is to be determined and will be included in the contract award. Once approved and working at the facility, the contractor personnel shall not be removed or diverted from the site without prior notification to the Contracting Officer, Contracting Officer

Representative or the agency designated point of contact.

E. The contractor shall not employ persons for work on this contract if such employee is considered by the USDA to be a potential threat to health, safety, general well-being or operational mission of USDA and its employees and property. If the USDA finds a prospective employee to be unsuitable for his or her assigned duties, the contractor will be advised immediately that such employee cannot continue to work or be assigned to work under the contract.

F. The Contracting Officer Representative or other agency designated point of contact will assist the contractor, where practical, with the background investigation process and the associated paperwork.

G. The Contractor shall provide to the USDA Personal Identity Verification Sponsor and the

Personnel Security Specialist the information required to initiate the background investigation, including information on previous Office of Personnel Management background investigations or clearances conducted by the contractor. The Contractor shall ensure that prime and subcontractor employees requiring background investigations complete and submit the proper paperwork and forms.

The contractor is required to obtain and verify the wage determination for the next performance period when the option period is exercised on the contract. In accordance with FAR 52.222-43, the contractor shall notify the contracting officer of any increase claimed under this clause within 30 days after receiving a new wage determination unless this notification period is extended in writing by the contracting officer.

1.11 INVOICING INFORMATION

THE CONTRACTOR SHALL SUBMIT INVOICES MONTHLY and include any supporting documentation via www.ipp.gov. Invoices are submitted in arrears and in accordance with FAR

52.212-4.

A proper invoice must include:

(i) Name and address of the Contractor;

(ii) Invoice date and number;

(iii) Contract number, contract line item number and, if applicable, the order number;

(iv) Description, quantity, unit of measure, unit price and extended price of the items delivered;

(v) Shipping number and date of shipment, including the bill of lading number and weight of shipment if shipped on Government bill of lading;

(vi) Name, title, and phone number of person to notify in event of defective invoice; and

(vii) Taxpayer Identification Number (TIN).

The Government reserves the right to reject an invoice that does not include the information above
