About this file

This document contains questions and answers regarding Solicitation Number 12639520Q0031 for janitorial services. The solicitation seeks a contractor to provide janitorial services for ten buildings on the MAFB in Edinburg, Texas for the USDA APHIS PPQ. Services are not currently performed by an incumbent contractor. Offerors must include a printed copy of their active SAM registration listing and will be provided information on any incumbent contractors and staffing levels during a scheduled site visit. The solicitation and included provisions and clauses sufficiently address requirements for contractor staffing prior to contract start.

B2 – Q&A #2 for Solicitation 12639520Q0031

Q: Are the services performed currently by a contractor?

A: NO. This will be a NEW contract combining all buildings.

Q: Page 4, para 1 (4th bullet): Please clarify the statement "an offeror shall include a printed copy of the first page of the SAM listing".

What SAM listing are you referring to? Our company has a current up-to-to date SAM registration and can provide the CAGE code if necessary.

A: The USDA requests this as part of the RFQ. Reason: In accordance to the FAR the vendor must be current to submit a quote for the solicitation. If the vendor is not, the quote will be disregarded. Therefore we ask the vendor to submit a printed page from SAM showing current status.

Q: Shouldn't the requirement be for the contractor to have a staff of employees prior to contract start? This gives the contractor an opportunity to interview existing incumbent employees, if any, and any other prospective personnel seeking employment.

A: There may be incumbent and at the visit we will provide the contract number and number of incumbent if any at each building. We believe the Solicitation with clauses and provisions answers this question sufficiently. As far as how it is written, this stands as per the FAR.
