PART II – STATEMENT OF WORK

1.0 BACKGROUND

The USDA, APHIS, PPQ, NDDTC facility in Newnan, GA is seeking canine evaluation consulting services.

The USDA/APHIS/PPQ/NDDTC provides human performance based training pairing handlers and canines together to conduct agriculture inspections. The NDDTC utilizes Beagles and Labrador Retrievers to perform inspections in various application pathways. The NDDTC develops innovative ways for these teams to prevent pests and agricultural diseases from entering the United States through airports, international borders, postal facilities and cargo areas.

The majority of all canines that are utilized in the NDDTC agriculture detection programs are procured from animal shelters and rescues. All canines are evaluated for medical soundness, environmental stability and food drive during the structured temperament testing process used by the NDDTC. The temperament testing process is used to qualify canines to enter the training program.

1.1 CONTRACT TYPE AND TERM

The government is awarding a firm fixed price commercial services contract. The line items for travel are reimbursable as described above in Schedule Notes.

The period of performance for this contract is from August 1, 2019 through May 31, 2020 or completion of all phases whichever is earlier.

1.2 PLACE OF PERFORMANCE:

USDA, APHIS, PPQ, NDDTC

360 International Park Newnan, GA 30265

And

Atlanta Hartsfield Jackson Airport 6000 N. Terminal Parkway Atlanta, GA 30320

1.3 PURPOSE

The NDDTC is seeking a contractor to conduct an on-site evaluation of the NDDTC canine temperament testing process and develop a new process that will address all issues that were identified during the evaluation. The newly developed temperament testing process will increase the success of NDDTC staff that are tasked with conducting initial assessments to determine suitability for the NDDTC training program. Canines with the proper environmental and social stability, along with high food drive are paramount to the success of the NDDTC agriculture detector dog program. These canines act as a force multiplier in the USDA efforts to safeguard American agriculture and natural resources from pests, pest host material and/or agriculture diseases.

1.4 SCOPE OF WORK

The contractor will be required to evaluate all canine procurement procedures (pre-screening, airport/cargo assessment and medical requirements) currently in use by the NDDTC. All deficiencies identified will be addressed and recommendations for improvement will be provided to NDDTC management team. The contractor will also be responsible for providing training to the NDDTC staff on the implementation of new canine procurement testing procedures.

1.5 REQUIREMENTS

The contractor will be required to conduct an evaluation and make recommendations for improvement in of the following areas of the NDDTC temperament testing process:

Initial Canine Assessment The initial canine assessment is conducted by NDDTC staff at the location of where the potential canine will be procured from i.e. shelter, rescue, residence or business. The initial canine assessment focuses on canine food drive and sociability.

In order to pass the assessment, the canine must display a high level of food drive, proven by the canine’s focused desire to work for treats in high, low and concealed placements. The canine must consistently display persistence to receive the treats and display a balance of high energy, confidence and focus. The canine’s primary focus must be directed at the treats and the canine must not become overly distracted by environmental issues in the immediate area. In some situations, the canine will be allowed to investigate but must be able to be quickly redirected back to focus on the reward. A canine’s willingness to only take treats from the hand of the handler does not substantiate a high level of food drive.

The canine must demonstrate good social skills during all interactions with people, known and unknown. The canine must allow the handler to perform a physical inspection i.e. looking in ears, handle feet/tail, and inspect mouth/teeth/nails. If the canine displays fear or aggression due to negative conditioning, it will be disqualified from further assessment.

Airport / Cargo Environmental Assessment The airport / cargo environmental assessment is conducted by NDDTC staff. Beagles & Labrador Retrievers are assessed at the Atlanta Hartsfield-Jackson International Airport. Labrador Retrievers are also assessed in a cargo shipping environment due to the nature of the detection work they will be required to perform.

During the airport/cargo temperament assessment the canine will be required to walk on leash in an active airport, while exposed to the following social stimuli:

1. Adults (age 16+)

2. Children (age under 16)

3. Small groups of people (approximately 5-10)

4. Large groups of people (10+)

5. Uniformed personnel

Initially, the canine may display adjustment behaviors but will be required to recover rapidly and display consistent independence and fearlessness. The canine shall not display rude behaviors such as climbing on people or pressing people to interact. Any canine displaying over socialization or submissiveness around people or other canines will be considered unacceptable. In addition, any aggressive tendencies or behaviors while interacting with people or canines will also be considered unacceptable.

The canine will also be required to walk on leash in an active airport and will be exposed to the following environmental stimuli:

1. Non-moving luggage carousel

2. Moving luggage carousel

3. Area where the luggage falls onto the carousel

4. Passengers standing with luggage

3. Parcel belts, raised platforms

4. Busses (interior/exterior)
