AMENDED QUESTIONS AND ANSWERS
Solicitation 12639519Q0149 Consulting Services Canine Temperament Testing
Question 1. Could you please tell me if this is a new requirement, or if there is a current or previous contractor who has performed similar services? If available, can you please send along the incumbent contract or task order number?
Answer: This is a new requirement so there is no incumbent Contractor.
Question 2. Regarding section 1.5 (1)(2) Develop Improvement Recommendations. The contractor will visit NDDTC to assess and evaluate operations at least twice during the performance of this agreement. The visit and observations will also include visiting the Hartsfield-Jackson Airport and local animal shelters/rescues to evaluate our testing procedures. The contractor will conduct at least two face to face visits with NDDTC staff to gather information, and assess agency protocol. Is there a length of time the contractor is expected on site or is this for the contractor to propose?
Answer: Please refer to 3.) of the Schedule Notes which states “The Contractor responsible for determining the number of days necessary to be on-site to perform the required services as outlined in the statement of work.”
Question 3. Regarding section 1.5(3) Develop Improvement Recommendations. 3. The contractor will provide a written report that includes recommendations within 60 days of completion of the assessment. The report must include recommendations/improvements related to the following:
a. Initial assessment, b. Testing and evaluation tool, c. Data collection/evidence tool, d. Methods of standardization. What is the current evaluation tool and data collection evidence tool? Can we receive a copy of a report?
Answer: There is no evaluation tool or data collection. The contractor will be provided the opportunity to observe actual temperament tests performed live and have access to our protocols.
Question 4. Regarding section 1.5(1) Implementation and Training of Staff. The contractor will provide at a minimum three training sessions; two via face – to – face with staff and one session may be provided remotely. What is the length of time required for these visits or is this for the contractor to propose?
Answer: The contractor would be responsible for determining how long they would need to visit to receive the information they need.
Question 5. Regarding section 1.5(2) Implementation and Training of Staff. All training materials will be provided by the contractor. Please list the expectations for equipment to be provided.
Answer: Any presentations, handouts, worksheets, job aids, learner guides, evaluation instruments, etc. The contractor shall be responsible for determining what materials are needed to effectively accomplish the tasks in the SOW.
Question 6. Who created the current program? Is there a manual or documentation for the standardizations? If so, can we receive a copy of this?
Answer: It is a federal program. There is not a manual available for distribution.
Question 7. How many staff will be in the training?
Answer: Up to 28 staff. It may be necessary to hold more than 1 training event to cover all staff members.
Question 8. The contractor must have experience in evaluating canines and developing a standardized process for the purpose of selecting canines for scent detection work. In the Evaluation for award section it states “contractor's experience performing comparable canine temperament testing services of similar or greater complexity” But in the past performance section it states that it must be past performance in developing process for selection. Does the performance have to be for a government agency or can it be private or police? We have standard that we deliver and train clients on. Would this be acceptable past performance? Additionally, is work performed as a subcontractor acceptable past performance?
Answer: The experience can be government or private industry. Any work subcontractor performed by your company is acceptable.
Question 9. What are the requirements for the insurance coverage and policy amounts? Is the proof of insurance due as part of the proposal response or due at contract award?
Answer: As every contractor’s insurance amounts can vary, there are no set amounts for the insurance coverage. The contractor must carry medical and liability insurance at levels commensurate to the risk. The proof of insurance will be due at contract award for the selected contractor.
The above are the questions received and answered up through Wednesday, June 19, 2019.
Additional question received on Monday, July 1, 2019.
Question 10. We want to know if the medical is errors and omissions/workers compensation or malpractice insurance?
Answer: Due to the nature of the requirement, we were requesting insurance to cover the individual in case of an accident or incident. We will be working with canines that do not have known temperaments. As well, we will be working in environments where slip, trip, falls, insect bite/sting, and external environments heat/cold/rain etc.
