Questions and Answers RFQ Helicopter Inspection, Maintenance and Repair Services 12639518Q0145 USDA APHIS, Wildlife Services
Question 1: What is the current status of life limited parts of the referenced aircraft in section 2.1?
Answer: See the below attachments.
Question 2: When were and what is the time remaining to the next scheduled maintenance requirement to include any applicable FAA airworthiness directives?
Answer: We believe right now, we are approximately 30 hours from the next 100 hour inspection.
Question 3: Have there been major modifications or repairs carried out in the form of an FAA approved supplemental type certificate or FAA form 337 with supporting documentation that may or may not carry continuous airworthiness requirements outside of the manufactures maintenance schedule. Refer to FAA type certificate number H3WE and associated notes.
Answer: As for major modifications, this OH-6, like most other government owned OH-6’s, doesn’t have an airworthiness certificate, so it is operated under “public use” which allows any government owned or operated aircraft to be basically exempted from FAA FAR’s. It’s had many modifications, such as C20 engine installation, but no supplemental type certificate was used.
Question 4: It is assumed that the referenced aircraft is currently operating and the USDA (or current contractor) has special tools and ground handling equipment; to prevent procurement duplication is there an inventory of this equipment available? Refer to section 2.3.
Answer: I answered this is the initial email response yesterday, but just to reiterate, the government provides no special tools or equipment to maintain this aircraft. The contractor providing the maintenance and repair service is required to have any special tools or equipment in their inventory to perform the required services of this contract.
I do not believe I can get a list of the current contractor’s equipment. That isn’t something we or a contractor typically provide to other contractors as it is up to each contractor to be know which equipment they need to perform the services. Additionally, understand it is not government owned equipment it is contractor owned equipment.
