About this file
This document is a Request for Proposal (RFP) issued by Southwest Minnesota State University (SMSU) for snow removal services at its Marshall, Minnesota campus from October 15, 2024, through May 15, 2027. The university is seeking one or more contractors to provide snow removal and plowing services for two designated campus groups (North and South sides), with snow removal triggered by accumulations of one inch or more as measured by the National Weather Service Station at Lyon County Airport. The solicitation opens on September 19, 2024, at 1:00 PM CDT and closes on October 8, 2024, at 10:00 AM CDT, with a contract term of three years and the potential for the university to request additional services under individual work authorizations.
The RFP includes detailed evaluation criteria weighted across several categories: adherence to terms and conditions (5%), work plan (5%), cost/value (70%), and company qualifications (20%). Contractors must provide hourly rates for various snow removal equipment including loaders with different pusher and plow sizes, pickup trucks with plows, and side dump semi-trailers. The university requires prompt response times, with all areas to be plowed by 8:00 AM following a snow event, and daytime call-outs possible for heavy snowfalls. Contractors are responsible for repairing any damage to college property, maintaining proper insurance and licenses, and complying with federal, state, and local regulations. The selection will be made by the Facilities Director and appointed college personnel, with payment terms set at Net 30.

Please see the campus map in the attachments for lot locations along with snow-pile locations for each lot. We request that the entrances to each lot be cleaned as well.
Scope of Services
• The contractor will be responsible for all snow removal and plowing services for SMSU during the term of the agreement (October 15th through May 15th).
