About this file

The file is a Revenue Proposal spreadsheet for RFP 125DO003 issued by the Regional Transportation District (RTD) in Denver, Colorado, for an On-Vehicle Advertising contract. The solicitation seeks a contractor to manage advertising sales, display, installation, maintenance, and removal across RTD's transit fleet, including 955 buses, 201 light rail vehicles, and 66 commuter rail vehicles. The contract will cover commercial advertising, RTD messaging, corporate partnership programs, media trades, and public service messages on interior and exterior vehicle spaces. The initial contract period runs from the Effective Date to December 31, 2026, with potential for two additional one-year options. Proposals were due by October 16, 2025, at 2:00 pm, following a pre-proposal briefing on September 19, 2025.

The revenue model includes a Minimum Annual Guarantee (MAG) of at least $2.0 million per year, totaling $14 million over the seven-year term, with proposers able to choose between monthly or upfront annual payments. Evaluation criteria will assess the proposer's experience, implementation understanding, revenue proposal, and production rates, with points awarded for exceeding the MAG and percentage of net revenue shared with RTD. While no specific participation goals are established, RTD encourages subcontracting with Disadvantaged Business Enterprises (DBEs) and Small Business Enterprises (SBEs). Historical revenue data suggests annual revenues ranging from $3.4 million to $5.2 million, with RTD previously receiving 60-70% of net advertising revenue. Proposers must submit three years of financial statements and demonstrate the ability to maximize net revenues for RTD, with the contract reserving RTD's right to reject all offers and re-solicit if deemed in its best interest.
