Text version
Q: Is the seeding and mulching to include all areas disturbed during the demolition, to include the roadway/rail bed?
A: Yes, seed and mulch must be used for disturbed areas at bunkers, road/rail lines, and for the additional 3,500 feet of rail spurs included in the revised scope of work.
Q: Is the cost for soil removal noted in schedule 4 and on SOI 4 Attachments to be included in the demolition price for Bunker 811-68, listed as a separate item or divided evenly between all bunkers demolition in schedule 4?
A: You should spread the cost over all of the bunkers listed in SOI 4. Please note that the soil from the elevated grade may be used to fill on any of the road/rail or bunker areas that are low. The gravel or ballast must be stripped off first however.
Q: If additional asbestos containing materials are discovered as a result of the required asbestos surveys (additional asbestos would be anything other than the doors which are noted in the specifications as containing asbestos - these are included in the pricing for the demolition of each bunker) will that removal and disposal be paid as extra work?
A: To date we have not encountered any additional asbestos materials including negative tests on the black coating covering the bunker shell. However, if encountered we would treat it as an additional scope item and costs would then be evaluated.
Q: The State of Illinois requires a storm water protection plan, permit and installation of storm water mitigation measures whenever there is more than one acre disturbed. Does this project have an exemption from the State of Illinois, or will this be a requirement? If this is a requirement, where should the cost be included?
A: We are in communication with the state regarding this on-going project that began in 2016. You are not required to obtain an individual storm water permit for this portion of the project.
Q: The scope of work directs us to remove road bed and rail bed (approximately 500' x 80') for each bunker. Removal will leave a depression. Are we to back fill and restore this area with excavated material covering bunkers?
A: Yes depending on the surrounding grade you will be required to backfill the road/rail bed and ditches with soil taken from the bunkers or other raised road/rail beds. Past experience has indicated that there will be enough soil available for this purpose, especially considering that soil from any of the 28 bunkers is available for use. Only the excess need to be transported and stored in the berm.
Q: The scope of work mentions that Wilmington park district or landfills may accept wood items if shredded. In portion of the scope that describes the intended disposition of various materials, there is no mention of railroad ties, although in the general description of the work, it is mentioned that there may be railroad ties that will require removal as part of the rail bed removal. Will the Wilmington Park District accept rail ties?
A: The Wilmington Park District will not accept railroad ties, shredded or not. For a short time they were in need of solid utility poles. The Prairie View landfill will accept ties as former arsenal clean-up materials, but you will need to contact them directly to obtain any size or other requirements they may have.
(Thanks for the question, looks like I need to update our table.)
Q: Where do you want us to include pricing for additional roadbed removal as identified in Addendum 1?
A: You should spread this across all four schedule items.
