About this file

This is a Standard Form 30 Amendment of Solicitation/Modification of Contract issued by the USDA Forest Service, Rashauna Workman Incident Procurement ESB – West Zone in Boise, Idaho. Amendment 0001 was issued on March 20, 2026, at 12:42 PM MDT and is effective as of the same date. The amendment reopens the original Solicitation 12569R25Q7004 for an open season Onboarding period with vendor quote responses due no later than April 23, 2026, at 5:00 PM PST, submitted through the VIFR NextGen application at https://www.fs.usda.gov/business/incident/vendorapp.php.

The requirement was originally issued by the USDA Forest Service for Incident Base Unit, Region 5, to support local, regional, and national fire suppression and all hazard incidents. This amendment reopens the original solicitation to conduct Onboarding in accordance with Exhibit 1 – Special Contract Requirements. Onboarding is not a new procurement action but is conducted under the terms of the original solicitation issued as an amendment to that solicitation. The amendment requires that award decisions during the open season Onboarding period use the same evaluation factors and subfactors as the original solicitation, and any new IBPA awards must be identical to original awards, including all terms, conditions, and periods of performance. New quote submissions must meet all Applicable Pass/Fail requirements and will be evaluated using the same evaluation factors as the original solicitation. The open season Onboarding period will occur concurrently with the USFS Contracting Officer's annual IBPA review, commonly referred to as the "Rollover" modification process.
