About this file
This is a Standard Form 30 Amendment of Solicitation/Modification of Contract issued by the USDA Forest Service, Rakeem Bolden Incident Procurement ESB - West Zone in Boise, Idaho. Amendment 0001 reopens Solicitation 12569R24Q7003 for an open-season Onboarding period, with vendor quote responses due no later than April 20, 2026 at 12:00 PST. Vendors must submit responses through the VOSB eMercator application located at https://www.fs.usda.gov/business/mbc/vendorapp.php. The procurement addresses the Department of Agriculture's US Forest Service requirement for Chippers for use during Local, Regional, and nationwide fire suppression and all-hazard incidents.
This amendment re-opens the original solicitation to conduct Onboarding in accordance with Exhibit I - Special Contract Requirements. Onboarding is not a new procurement action but is conducted under the original solicitation terms as an amendment. The evaluation factors and sub-factors remain identical to the original solicitation. New I-BPA awards issued through Onboarding must be identical to the original awards in all terms, conditions, and period of performance. The open-season Onboarding period will run concurrently with the USFS Contracting Officer's annual I-BPA review process (the "Rollover" modification). Existing I-BPA awardees may revise rates, modify resources, or add new resources, while new offerors meeting all eligibility requirements may also submit quotes for consideration. All proposed resources must meet the original solicitation criteria, and new submissions will be evaluated using the same factors as the original solicitation. The amendment is designated as a Multiple Award Incident Blanket Purchase Agreement (I-BPA) issued as a 100% Small Business Set-Aside. After the Onboarding and annual review processes are complete, newly awarded or newly accepted resources will be eligible for dispatch and BPA Calls in accordance with ordering procedures in the agreements.
