Lake Ottawa Fishing Pier Statement of Work Type of pier: Half-Permanent/Half-Permanent (ABA compliant) Length: Approximately 70 feet Railing: ABA compliant: Must adhere to the following specifications for railings found in ABA Standards, Chapter 10, section 1005 (https://www.access-board.gov/guidelines-and-standards/buildings-and-sites/about-the-aba-standards/aba-standards/chapter-10-recreation-facilities#1005 Fishing Piers and Platforms):
| 1. | 1005.2.1 Height. At least 25 percent of the railings, guards, or handrails shall be 34 inches (865 mm) maximum above the ground or deck surface |
| 2. | 1005.2.1.1 Dispersion. Railings, guards, or handrails required to comply with 1005.2.1 shall be dispersed throughout the fishing pier or platform. |
| a. | 1005.2.1.1 Dispersion. Portions of the railings that are lowered to provide fishing opportunities for persons with disabilities must be located in a variety of locations on the fishing pier or platform to give people a variety of locations to fish. Different fishing locations may provide varying water depths, shade (at certain times of the day), vegetation, and proximity to the shoreline or bank. |
| 3. | 1005.3 Edge Protection. Where railings, guards, or handrails complying with 1005.2 are provided, edge protection complying with 1005.3.1 or 1005.3.2 shall be provided. |
| a. | Advisory 1005.3 Edge Protection. Edge protection is required only where railings, guards, or handrails are provided on a fishing pier or platform. Edge protection will prevent wheelchairs or other mobility devices from slipping off the fishing pier or platform. Extending the deck of the fishing pier or platform 12 inches (305 mm) where the 34 inch (865 mm) high railing is provided is an alternative design, permitting individuals using wheelchairs or other mobility devices to pull into a clear space and move beyond the face of the railing. In such a design, curbs or barriers are not required. |
| 4. | 1005.3.1 Curb or Barrier. Curbs or barriers shall extend 2 inches (51 mm) minimum above the surface of the fishing pier or platform. |
| 5. | 1005.3.2 Extended Ground or Deck Surface. The ground or deck surface shall extend 12 inches (305 mm) minimum beyond the inside face of the railing. Toe clearance shall be provided and shall be 30 inches (760 mm) wide minimum and 9 inches (230 mm) minimum above the ground or deck surface beyond the railing. |
a.
| 6. | 1005.4 Clear Floor or Ground Space. At each location where there are railings, guards, or handrails complying with 1005.2.1, a clear floor or ground space complying with 305 shall be provided. Where there are no railings, guards, or handrails, at least one clear floor or ground space complying with 305 shall be provided on the fishing pier or platform. |
| 7. | 1005.5 Turning Space. At least one turning space complying with 304.3 shall be provided on fishing piers and platforms. |
Background The USDA Forest Service, Watersmeet/Iron River Ranger District is seeking proposals for a design/build an ABA compliant fishing pier at Lake Ottawa Campground Day Use Area near Iron River, Michigan in Iron County. The proposed fishing pier shall meet the specifications that are outlined in the materials list and drawings that have been prepared by the U.S Forest Service Region 9 Technical Services Team (TST) which is included in this contract package. Proposed pier should also be constructed in a manner for additional add-on in the future.
Description of Services The contractor shall provide all personnel, equipment, tools, materials, supervision, other items, and non-personnel services needed meet the specifications articulated by the U.S Forest Service TST. The proposed contractor will be expected to include the cost of working with Forest Service staff in the first fall after construction to demonstrate how to properly store the floating section of the dock for the winter months. The floating portion of the proposed fishing pier should have stainless steel clevis brackets welded onto the structure in a vertical manner to allow at various locations around the floating portion of the dock to be utilized tow straps and winch cables to attach to the brackets for fall removal/spring installation (see image below for vertical clevis bracket example). The floating portion of the pier should be firmly anchored with cables to the shoreline where concrete abutment connections are currently located on the shore. If the condition of these concrete abutments are in poor condition then it would be the expectation of the contractor to repair these abutments to ensure for proper stability of the floating section of the pier. Materials that will be considered for the construction of the fishing pier will be treated wood, steel, and aluminum. The contractor must also ensure that the work area around the site is naturalized and restored to pre-work conditions (i.e. grass is replanted, ruts are repaired).
Objectives The primary objective of this project is to provide a safe and enjoyable recreation opportunity for visitors to enjoy that will be sustainable into the future.
Scope of work The preferred fishing pier design for this project will be one that is half-permanent and half-floating that will reduce the maintenance need for removal/installation during the fall/spring of each year by staff. Potential bidders should be bidding on the cost to construct a fishing pier that is set forth in the drawings developed by US Forest Service R9 Technical Services staff. Installation of new fishing pier to be completed to ensure safety of the users of the completed fishing pier, but also the mitigation of potential hazards around the project area before, after, and during the duration of the project.
Technical Requirements
| Proposals given must present sufficient information to reflect a thorough understanding of the requirements and a detailed description of the organization, techniques, procedure, and program for achieving the objectives of the government’s objectives of the specifications/statement of work. The following factors will be also evaluated: | |
| • | ABA compliance |
| • | Durability and cost of maintenance |
| • | Future add-on ability |
| • | Sensitivity to environmental and aesthetic aspects |
| • | Project specific safety plan |
Bid packages should include technical expertise and in-depth specialized knowledge, skills, and judgement to accomplish the project effectively. Offerors should present information demonstrating the bidder’s relevant experience in completing similar projects exercising the technical expertise required to complete this project.
