REQUEST FOR STATEMENT OF QUALIFICATIONS

Cultural Resource Inventory Survey

SOLICITATION #RR25-7

This Request for Statement of Qualifications (“RFSQ”) is issued in accordance with State of Utah Procurement Code, Utah Code Annotated (UCA) Chapter 63G-6a, and applicable Rules found in the Utah Administrative Code (UAC). If any provision of this RFSQ conflicts with the UCA or UAC, the UCA or UAC will take precedence.

Purpose of this Solicitation

The State of Utah, Division of Purchasing has issued this RFSQ to obtain statements of qualifications from companies interested in providing intensive cultural resource inventory of up to two (2), Utah Army National Guard (UTARNG), Local Training Areas (LTA).

LTAs are in Beaver and Richfield. The purpose of this project is to re-inventory the LTA, revisit and update previously recorded archaeological sites, and document any newly identified archaeological sites as part of the National Historic Preservation Act (NHPA) Section 106/110 process. The project will include all pre-field research, intensive pedestrian survey, site recording, summary report, GIS data, etc., per Utah State Historic Preservation Office (SHPO) guidelines for cultural resource inventory projects. Unless otherwise approved by the UTARNG CRM, the project is expected to be completed in full within nine months of notice to proceed with the intent to award a contract under Administrative Rule R33-5-108 for the Small Purchases of Professional Service Providers and Consultants.

Background

The UTARNG leases 1080 acres within two LTAs from the Utah Trust Lands Administration (SITLA) throughout Utah (Figure 1, Table 1). An intensive cultural resource inventory of these parcels was completed when the land was initially leased, over 20 years ago. Archaeological sites were documented at the Beaver LTA and have been monitored for impacts from training exercises. The UTARNG Cultural Resource Management (CRM) office strives to frequently update archaeological inventories to effectively support the UTARNG mission and its Section 106/110 responsibilities.
