About this file

This document is a Questions and Answers (Q&A) file for Solicitation #12505B25Q0078, seeking a replacement for a cabinet-style laboratory steam sterilizer (autoclave) at the USDA-ARS National Center for Agricultural Utilization Research in Peoria, IL. The Q&A provides critical details about the procurement, including specific installation requirements such as utility connections, spatial constraints, and delivery specifications. Key requirements include: full deinstallation and legal disposal of the existing autoclave, installation of a new autoclave compatible with existing 120V electrical outlets and utility connections, a height limit of 76", and delivery within 120 days of award (with potential flexibility to 150 days).

The solicitation is a 100% Small Business Set-Aside under NAICS code 339113, with a planned award by April 18, 2025. The procurement will use a Lowest Price, Technically Acceptable (LPTA) evaluation methodology, requiring vendors to meet all technical specifications. The sterilizer will be used for both "trash" and "liquid/glassware" cycles, requires a full ICRA barrier, and necessitates compatibility with existing steam, drain, and water connections. Vendors must have an active SAM registration, submit invoices through the Invoice Processing Platform (IPP), and provide documentation of the product's origin in compliance with the Buy American Act.

Questions and Answers for Sol# 12505B25Q0078

Q: We do not provide deinstallation or removal services. Is this acceptable?

A: No, the Statement of Work (SOW) indicates removal and legal disposal of the existing autoclave along with installation of new autoclave as a requirement of the SOW. This includes disconnecting of existing utilities and re-connection of utilities to new autoclave.

Existing autoclave has cord-plug electrical connection (NEMA 5-15P), has steam piping connection (appears to be ¾” piping), drain piping (appears to be ¾” piping) to nearby floor drain, domestic water connection for cooling of drain water prior to discharge to floor drain.

The domestic water connection includes interlock with autoclave such that cooling water is activated when draining occurs (such that cooling water does not run continuously). New autoclave shall be compatible with existing utilities available at the space where the autoclave will be installed.

Q: Our units require 3-phase electrical supply. Only 120V/1ph is identified. Do you know if either 208 or 480V/3ph/60Hz is available?

A: No, the new autoclave shall be compatible with existing utilities available at the space where the autoclave will be installed. See response to question 1 for additional information.

Existing space has120V outlet with NEMA 5-20R duplex receptacle near the autoclave location.

Q: Our unit will fit within the width & depth called out on the specification, but the height of the unit is 90.5", which exceeds the 76" height called out in the specification. Is this acceptable?

A: No, the new autoclave shall fit within the physical constraints of the room, where autoclave is to be installed. Existing space has accessible, suspended ceiling at approximately 7’-3” above finished floor; has approximate 4’ x 6’ canopy hood with bottom of hood flush with the suspended ceiling; has 36” wide door with 18” operable door leaf (total 54” wide) with height clearance of approximately 82”. The new autoclave shall fit within the foot print of the canopy hood with the doors open.

Q: Can “house air” (90 PSI minimum) be made available at the autoclave location?

A: Yes

Q: Is there a truck-level loading dock on site or will a lift-gate delivery be required?

A: A lift-gate delivery shall be required.

Q: Please confirm the “National Center for Agricultural Utilization Research” can receive and unload the autoclave, upon delivery. Or should receiving/unloading be included, as part of the vendor’s scope of work?

A: NCAUR should be able to receive and unload as long as there is a lift-gate on the truck.

Q: Can a forklift (at the receiving area) be made available, to assist in the uncrating process?

A: Yes, but it will need to be scheduled.

Q: Will the autoclave be installed on the ground floor? If not, is an elevator available for transport to its final location?

A: Yes, an elevator is available for transport.

Q: If an elevator is required for transport, can you confirm its internal cab dimensions and weight limit?

A: North Admin

Elevator 1 - 5'-8" x 5'-5" / 4000 lb capacity Elevator 2 - 5'-8" x 5'-5" / 4000 lb capacity

Center Wing Elevator 3 - 8'-0" x 5'-8" / 4500 lb capacity

South Wing Elevator 6 - 7'-0" x 4'-10" / 3500 lb capacity

North Wing Elevator 8 - 8'-0" x 5'-9" / 4500 lb capacity Freight Elevator - 9'-6" x 6'-8" / 6000 lb capacity (freight only, not for personnel use)

Q: Are there any obstacles in the pathway to the autoclave’s final location, including hallways less than 5 feet in width? Any other obstacles, such as stairs, ledges, tight turns, etc.?

A: There are no obstacles.

Q: What is the smallest doorway size in the pathway to the autoclave’s final location?

A: 36” wide door with 18” operable door leaf (total 54” wide) with height clearance of approximately 82”.

Q: Can a dimensioned drawing (and site photos) of the autoclave room be made available? This information would be critical to have, prior to bidding, to ensure a proper fit and verify there is adequate space for service access. Having room dimensions and photos is especially important in this case, since you want the autoclave vendor to include de-installation/removal/disposal of an existing autoclave.

A: The posting is a request for quote (RFQ) not an invitation to bid (IFB). See the floorplan below.

Q: The bid specification state: “After removal of existing steam sterilizer, replace steam and water shutoff valves at installation site if worn.” We assume the replacement of existing steam and water shutoff valves (if worn) would be performed by others, as these are building utilities. These replacements could require building wide shutdowns and are typically the responsibility of the customer and not the equipment vendor. Please confirm this work (if required) can be completed by the “National Center for Agricultural Utilization Research”?

A: The posting is a request for quote (RFQ) not an invitation to bid (IFB). Yes, NCAUR can do these repairs if needed.

Q: The bid specification state that the delivery, installation and disposal to be completed “within

120 days of award.” Being that this type of equipment is “built to order,” we are hoping you will be flexible with this timeline. Please confirm whether a 150 day delivery time from award, will be acceptable. This is a nominal difference and hope this will be considered.

A: The posting is a request for quote (RFQ) not an invitation to bid (IFB). A delivery time of 150 days from award may be considered. It will be up to the technical reviewer from the program office to determine if a longer time to delivery than what is currently listed on the Statement of Work (SOW) would be acceptable.

Q: Will this sterilizer be intended primarily for "trash" and/or "liquid/glassware" cycles?

A: The sterilizer will be used for both.

Q: Is full ICRA barrier required?

A: Yes

Q: We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

A: This is a new requirement and as such there is no incumbent or previous award number. This is not a service requirement, it is for the delivery, installation, and disposal of the old piece of equipment.

For any further questions, please review the “Description” section of the solicitation and the Statement of Work (SOW) included on pages 10 – 11 of the attachments to the quote submission form provided in the “Attachments/Links” section of the solicitation.
