About this file
This is a Questions and Answers document for solicitation #12505B25Q0052 regarding the procurement of two benchtop autoclaves. The Q&A clarifies technical requirements including: chamber volume must be 6-8 gallons, chamber dimensions must be at least 10x19 inches, the unit must have customizable program parameters for time/temperature/pressure control during the exhaust stage, and must operate on 120V power. The current model being replaced is a Tuttenauer EZ10.
The document notes that PO #12505B25Q0042 was cancelled and replaced by this solicitation (#12505B25Q0052). Award is anticipated by January 7, 2025, though this may be delayed due to Buy American Act considerations. Vendors must provide manufacturer verification of where products are manufactured to comply with Buy American Act requirements. The Q&A emphasizes that U.S. company incorporation, headquarters, or warehousing alone does not qualify products as American-made.

Questions and Answers for Sol# 12505B25Q0052
Q: There is no requirements doc, specifications, or SOW on SAM. Can you please send it to us?
A: The requirements document is included on page 9 of the attachments to the quote submission form provided in the “Attachments/Links” section of the solicitation.
Q: Can you provide more information about usage and size requirements?
A: All of the technical specification needed can be found on the requirements document included on page 9 of the attachments to the quote submission form provided in the “Attachments/Links” section of the posting.
Q: Are you sterilizing liquids? Please provide the media.
A: The media is solid and liquid (environmental soil and water samples).
Q: Can you please clarify the parameters that need to be customizable?
A: The time, temperature, and pressure conditions must be controllable to allow for defined and protracted exhaust stage conditions (not a pre-set ramp down duration or ‘as fast as possible’ exhaust stage) to avoid boil over of our open, liquid samples. Most autoclaves do not allow the user to control this phase.
Q: Can you please share the current brand of the autoclave that is being replaced?
A: The current model is a Tuttenauer EZ10
Q: When do you expect to make a decision/award on the new solicitation?
A: As stated in the “Description” section of the solicitation the Government anticipates making an award by or before the close of business on January 7, 2025. However, due to the extension of the quote submission deadline and the applicability of the Buy American Act the final award determination may end up occurring at a later date.
For any further questions, please review the “Description” section and the requirements included on page 9 of the attachments to the quote submission form provided in the “Attachments/Links” section of the solicitation.
Note: The PO# 12505B25Q0042 was cancelled and all quotes submitted are voided. This solicitation (PO# 12505B25Q0052) has replaced it. Be certain to review the technical specs of the product you are quoting and ensure that it meets or exceeds those included on the Requirements document. Common issues seen with products that had been quoted for the cancelled PO# 12505B25Q0042 included the following:
• The quoted product’s chamber volume did not meet the size requirements (either they were too small or too big). It must be 6 gallon minimum and 8 gallon maximum. Anything less or more is not technically acceptable.
• The quoted product’s chamber dimensions did not meet the size requirements. It must be 10 in x 19 in or larger. Anything smaller is not technically acceptable.
• The quoted product’s lacked customizable program parameters. Anything lacking this capability (as described above) is not technically acceptable.
• The quoted product’s required higher volatile than the requirement of 120V. Anything higher is not technically acceptable.
Furthermore, we require that a written statement from the manufacturer verifying where the quoted product is manufactured be provided. This is to ensure the accuracy of what is filled in on the quote submission form and compliance with the Buy American Act. Remember that just because a manufacturer is incorporated in the USA, has its headquarters in the USA, or has a warehouse in the USA that does not mean their products qualify as American made.
