About this file

This is a Questions and Answers document for solicitation 12505B25Q0046, which addresses vendor inquiries about the replacement of an air compressor skid. Key details include site visit dates that were available on December 26-27, 2024, with requests required by December 20, 2024. The document clarifies that only NAICS code 333912 (Air and Gas Compressor Manufacturing) is acceptable, as this is not a construction project.

Technical specifications addressed include confirmation that 208 three-phase electricity is used, the required purity class is Class 0 according to ISO 8573-1:2010, and desiccant style compressed air dryers are acceptable. The Q&A also confirms that vendors must provide their own forklift equipment, the quote submission deadline was extended to January 3, 2025 at 11:59 PM CT, and that addenda will only be posted to SAM.gov. The document emphasizes this is an RFQ rather than an IFB, and no construction-related documentation (like planholders lists or cost estimates) applies.

Questions and Answers for Sol# 12505B25Q0046

Q: May I send a representative for a site visit tomorrow?

A: No, we will not be holding individual site-visits upon request. As stated in the solicitation description if site-visit requests are received the Government would set a day/time for a site-visit and it would be up to the vendor(s) who requested one whether or not to attend.

Q: Do you guys have an anticipated date for site-visits?

A: Sit-visits were available Thursday, December 26, 2024 from 1:00 to 2:00 PM CT and Friday, December 27, 2024 from 10:00 to 11:00 AM CT. Vendors that wished to participate in one of these site-visits had to submit a request by 11:59 AM CT on December 20, 2024.

Q: The NAICS code is specific to Air and Gas Compressor Manufacturing. Will any other

NAICS codes be acceptable? (either 236220 or 236210) A: The requirement is for the delivery, installation, and training for a piece of equipment as well as the disposal of the old piece of equipment. As such, the requirement does not qualify as construction and so no construction NAICS code is acceptable. Only vendors who qualify as a small business for the listed NAICS code will qualify to submit a quote.

Q: Do you guys use 208 triple phase electricity or 230 triple phase electricity?

A: We use 208 three-phase electricity.

Q: Can you please provide the planholders list/bidders list or mandatory prebid list?

A: The posting is a request for quote (RFQ) not an invitation to bid (IFB). The requirement is for the delivery, installation, and training for a piece of equipment as well as the disposal of the old piece of equipment. As such, the requirement does not qualify as construction and so no such lists exist.

Q: Can you confirm that the bid date and time listed above are unchanged?

A: The posting is a request for quote (RFQ) not an invitation to bid (IFB). The quote submission date and time has been extended by 24-hours to 11:59 PM CT on Friday, January 3, 2025.

Q: If any addenda have been released can you please attach them to this response?

A: We cannot submit amendments to individual vendors. The addenda that are released will be posted to SAM.gov as was stated in the solicitation description.

Q: Can you please provide the construction cost estimate or a construction cost range for the project?

A: The requirement is for the delivery, installation, and training for a piece of equipment as well as the disposal of the old piece of equipment. As such, the requirement does not qualify as construction and so no such estimate or range exists.

Q: Will a suitable fork truck be made available for off-load and machine setting?

A: No, you would need to provide a fork truck if you require one.

Q: What is the purity class according to ISO 8573-1:2010 COMPRESSED AIR CONTAMINANTS AND PURITY CLASSES that must be reached by the system?

A: The purity class that must be reached by the system is Class 0.
