STATEMENT OF WORK

12 Dairy Calves

GENERAL INFORMATION

1.0 Scope of Work. The United States Department of Agriculture (USDA) National Animal

Disease Center in Ames, Iowa has a need for 12 Dairy Calves at 2 months of age.

Contractor shall be required to deliver the Holstein Calves in accordance with the technical requirements in Section 3 below.

2.0 Background. Acquisition of calves for use in research to test the susceptibility of cattle to infection with highly pathogenic avian influenza A viruses (HPAI). Influenza A Viruses

(IAV) is an important viral pathogen shared among many species, including, birds, pigs and people. There is currently (2021-2024) a lineage of H5N1 spreading globally in wild migratory waterfowl, infecting poultry flocks across the United States including the

Midwest. In comparison to the 2014-2015 H5N2 outbreak, the 2021-24 H5N1 has quickly become entrenched in wild birds and is causing numerous infections and culling in poultry farms. Additionally, many mammalian species have been infected with the 2021-24 outbreak strains. An outbreak of dairy cattle on multiple premises with HPAI found in milk samples was reported March 2024. This is an emerging animal health, food safety, as well as public health issue. It is important to understand the consequences of HPAI infection in cattle as a risk to cattle health and milk production as well as assess the potential risk to humans if HPAI is mammalian adapted for the sake of public health. To gain this understanding it is vital to conduct animal studies requiring the direct inoculation of cows and calves with HPAI. Studies to understand the host range, pathogenesis, and transmission of HPAI must be tested in the bovine host.

CONTRACTOR REQUIREMENTS

3.0 Technical Requirements. For this project we require the following of the calves:

3.1 Breed – must be Holstein or Holstein Cross breed calves.

3.2 Age – 2 months of age at the time of delivery. Date of Birth shall be verified prior to animal arrival by Technical Point of Contact.

3.3 Males shall be castrated and dehorned (healed) prior to arrival.

3.4 Females shall not be bred.

3.5 Animals shall be conventionally raised.

3.6 Calves shall come from a Tuberculosis Free herd.

3.7 Calves shall demonstrate no signs of clinical illness.

3.8 Calves shall have sound legs and good eyes.

3.9 Calves shall be sourced from the same farm.

3.10 Calves shall be sourced from a farm within 100 miles of Ames to limit transport time of the animals on the trailer.

3.11 Calves shall be weaned prior to arrival to the National Centers for Animal Health

(NCAH)

3.12 Calves shall be transported directly to USDA-NCAH with no other animals in the trailer.

3.13 12 calves shall be available with comparable size across the group of the same breed

3.14 Animals shall have NO Ring Worm – this shall be verified by Technical Point of

Contact prior to animal arrival

3.15 Animals shall have NO pink eye - this shall be verified by Technical Point of Contact prior to animal arrival

3.16 A Certificate of Veterinary Inspection is required for all animals.

3.17 Pre-Purchase blood will be requested from the time of award until the arrival of animals to check for Influenza A virus antibody and they must be virus free.

3.18 Communication with any possible vendor from the time of solicitation to the arrival of animals must be had between Technical Point of Contact in Ames and the possible vendor. This communication may include group or individual animal health status, pre-purchase blood work results, housing and feeding information that could be subject to change within this time frame.

3.19 The Technical Point of Contact and the funding unit may exclude calves prior to arrival that do not meet the SOW requirements.

3.20 To obtain 12 animals that meet the SOW specifications; the vendor may need to obtain a group larger than 12 to allow for alternate animals to replace any that become sick or do not meet the health requirements.

3.21 Animals shall be deliverable onsite in one delivery at USDA-NCAH no later than

5/31/2024.

3.22 Transportation – preference is for vendor to include transportation in quote however this may be negotiable.

3.23 Qty: 12 calves
