About this file
This combined synopsis and solicitation requests quotes for soybean and maize elemental analysis services. The USDA requires analysis of macro and micronutrients in 989 soybean seed samples and 30g of seed or biomass per sample. Analysis must include nitrogen, phosphorus, potassium, sulfur, calcium, magnesium, iron, manganese, zinc, copper, boron, aluminum and sodium. Quotes are due by February 27, 2024 with performance for 60 days after award. Evaluation will be based on technical acceptability and price, with award to the technically acceptable lowest price offer. The solicitation is a total small business set aside for NAICS code 541714.

Statement of Work
Project: Soybean and Maize Elemental Analysis
Part I: General Information
A. Introduction –
We request elemental analysis of a soybean and maize seeds and aboveground biomass.
Plant material was harvested from ambient and elevated carbon dioxide concentration in the Soybean Free Air CO2 Enrichment (SoyFACE) experiment, and we would like the concentrations of macro (N, P, K) and micronutrients (S, Ca, Mg, Fe, Mn, Ze, Cu, B, Al, Na) measured in the seeds.
B. Background –
GCPRU aims to improve the response of crops to global atmospheric change, including rising atmospheric carbon dioxide concentrations. Previous research has identified that rising atmospheric carbon dioxide concentration has a negative impact on seed quality, including micronutrient concentration. We have developed a recombinant inbred population to test how seed quality is related to yield response to elevated carbon dioxide in soybean. Additionally, we are testing samples that have been grown with amendment of basalt to the soil. The proposed work would allow us to map quantitative trait loci associated with micronutrient content and response to elevated CO2 in soybean and test how basalt and elevated CO2 impact nutritional quality in maize and soybean.
C. Scope -
The service that we request is analysis of the concentration of macro and micronutrients in soybean seeds. We have 989 samples that we would like to analyze and ~30 g of seed or biomass for each sample. We request measurement of N, P, K, S, Ca, Mg, Fe, Mn, Ze, Cu, B, Al, and Na.
Part II: Work Requirement
A. Technical Requirements –
We request analysis of N, P, K, S, Ca, Mg, Fe, Mn, Ze, Cu, B, Al, and Na content in soybean seeds. Analysis must be done on 30-40 g of seed or biomass and be done by equipment that is certified by the North American Proficiency Testing Program. Given the number of samples and volume, a lab local to Champaign-Urbana, Illinois is preferred. Additionally, we have used Waypoint for our experiments in the past (last year) and we would like to have consistency across our experimental years and replicates.
B. Deliverables
A report providing the results of elemental analysis for each of the 989 samples.
