NCAUR Temporary Credentialing Program (18 Dec 2023)
The following implementation guidance is to be used in conjunction with DR 1650-001, Departmental Physical
Security Program and DM 4620-002, Common Identification Standard for U.S. Department of Agriculture.
BACKGROUND
All Federal and non-Federal employees who require routine unaccompanied access to federally controlled or leased structures and information systems are required to obtain a PIV (LincPass or AltLinc ID). Routine access enables the employee/contractor to keep their credential throughout the duration of their work requirement. However, USDA has identified categories of individuals including non-Federal employees, guests, and visitors, who will not require a PIV based on a credentialing risk assessment. These individuals will need temporary credentials to access the NCAUR campus (including grounds) on an unaccompanied or escorted basis.
For USDA credentialing purposes, the general term “non-Federal employee” applies to contractors, affiliates, fellows, interns, vendors, and volunteers, who perform a service to USDA under a contract, grant, or other agreement.
TEMPORARY CREDENTIALS
Site Credential (C or T Badge) – A site credential is issued by NCAUR to individuals that have had a favorably adjudicated fingerprint check who do not require a PIV and do not have IT access rights but need intermittent (non-routine) unaccompanied access to the NCAUR location. Intermittent access requires that the employee/contractor return the Site Badge at the end of each workday (shift).
A site credential is also issued to individuals requiring a PIV who have had a favorably adjudicated fingerprint check and are waiting for a PIV credential to be printed and returned for activation. Such individuals may be issued and retain a temporary site credential until their PIV is received.
Access levels and restrictions will be determined by the NCAUR Center Director, the NCAUR Contracting
Officer’s Representative (COR), or the Operations and Maintenance Contractor’s Project Manager.
Visitor Credential (V Badge) – A Visitor credential is issued locally by NCAUR to individuals requiring temporary escorted physical access to NCAUR. Visitors must be escorted at all times by an individual with a PIV
(LincPass or AltLinc) credential.
AltLinc Credential – USDA has implemented a PIV-I solution for individuals who are short-term Federal employees or non-Federal employees requiring limited access to federally controlled facilities or information systems for fewer than 6 months. USDA’s PIV-I credential has been named AltLinc. Please refer to AltLinc policy for further information regarding AltLinc issuance and policy at the USDA HSPD-12 Policies, Procedures, and
Forms web page.
ISSUANCE OF TEMPORARY CREDENTIALS
• Site and visitor credentials (Yellow C, Green T and Red V) are the property of the Federal Government and will be checked out/issued and returned on a daily basis, unless agreed upon in the SOW.
• A photo ID is required each time a site credential (C or T Badge) badge is checked out. If no Photo ID is presented, a Visitor badge will be issued and an escort will be required, regardless of clearance status.
• Site badges can be obtained prior to the start of work shift and returned end of shift via the Security Guard
(prior to 8am and post 4pm) and the receptionist in the front lobby between 8am and 4pm.
BACKGROUND CLEARANCE PROCESS FOR SITE CREDENTIALS (C or T Badge)
• Fingerprints can be obtained at NCAUR. An appointment for persons needing site clearance/fingerprints will be coordinated with the facility HSPD Registrar at a time mutually convenient to both parties.
• Electronic scan fingerprinting for submission will take place at this time of visit.
o A photo ID will be required at the time of fingerprinting.
o Individuals will need to complete all required forms, which will be provided by the Government in advance or at the time of the appointment.

NOTE: Instructions will be provided for individuals outside the local commuting area. There will be a cost incurred for prints obtained through Livescan locations and is the responsibility of the individual being printed.
