About this file
This document is a Sole Source Justification for a federal procurement under the simplified acquisition threshold. The requirement is for a Fractionating Aspirator Lab Tester to be procured from Seedburo Equipment Company LLC. The estimated dollar value is undisclosed, and the anticipated period of performance is from 4/13/2024 to 4/12/2025 with no option years.
The key details of the requirement include: 1) Electric motors for fan and feed roll; 110V, 60 Hz, 2) Variable frequency drive (VFD) with keypad and digital display for motors, 3) Feed hopper, 4) Feed valve control, 5) Air valve control with pointer, 6) Adjustable duct control, 7) Receivers for four fractions, 8) Transparent front cover plate, and 9) Dust bag/collector at air discharge. The justification indicates that Seedburo Equipment Company LLC is the sole manufacturer and seller of the required fractionating aspirator that meets the specifications. Market research found no other vendors that could provide similar products meeting the precise controls and fraction production requirements.

The fractionating aspirator is a test model of a full-size version manufactured by Carter Day International. This is the only lab-scale fractionating aspirator that meets requirement listed in #7 above. Other grain aspirators (see Market Research) do not have the precise controls and can only produce two fractions per pass.
