BRAND NAME JUSTIFICATION

MANDATORY TEMPLATE FOR FEDERAL PROCUREMENTS UNDER THE SIMPLIFIED ACQUISITION THRESHOLD

☒ Yes

1. Estimated Dollar Value: $29,460.50

2. Anticipated Period of Performance: completed by 9/30/2023

3. Does the anticipated Period of Performance include option years? If no, explain. No, this purchase is for a one-time refurbishment.

4. Sources Sought Notice posted to Contract Opportunities and attached to this document?

☐ No

5. Market Research conducted and attached to this document? If not, explain. Sources Sought posted from 2/16/2023 to 2/21/2023, no responses received. Since this is a refurbishment only the brand name will suffice to work in conjunction with the existing items being refurbished. Many vendors carry this brand name.

6. Is this a new requirement or a follow-on to an expiring award?

☒ New requirement ☐ Follow-on to an expiring award

7. Describe the requirement. Please note that the requirement is the minimum acceptable specification or capability, and is not necessarily the best in the industry. Please note whether any additional follow-on work is anticipated in response to the current proposed effort.

8. List the proposed vendor and contact information.

This is not a sole source item. Many vendors carry this brand, we only require the brand name to be able to refurbish and not have to purchase brand new replacements for the whole barn.

9. Describe why the proposed product is the only product that will meet your needs.

This project is for refurbishment of 72 tie stalls of Promat PastureMat mattresses. The project will include new black solid rubber with diamond pattern Promat PastureMat Cover, new 1.5” Promat PastureMat comfort pad and 2”x 4” installed in front of the stalls. The existing Promat PastureMat mattresses will be saved and reinstalled with the new pad and cover. To be able to refurbish instead of purchasing brand new, we require the brand specific item.
