Questions and Answers for Sol# 12505B23Q0032

Q: Can you identify the model of Agilent GCMS?

A: Agilent GC7890 made up of: 7693A Tray, SN: US15230546, 7890B, SN: US15223033 and 7693A Autoinjector, SN: 15220195.

Q: For the GCMS, it states, “Contractor will provide all upgrades to the operating systems including computer boards and programming.” Can you explain the purpose of this requirement?

A: Contractor will provide any software or system board repairs or parts as required to maintain full service to OEM specifications.

Q: The Statement of Work uses the word “upgrade”, but, if I understand your answer correctly, the vendor will only be responsible for the software/board services when the system is in need of repair. Is this correct? Is my reading that the software/board provision correct, and vendors will only have to service these items as part of a repair? That, in order to make the system compatible with a new operating system, the USDA will be responsible to purchase a new PC with Windows 10 capability?

A: The intent for this statement is applicable to repair and maintenance of the unit. It would not apply should the entire system require replacement.

Q: Again, concerning the GCMS, the OEM does not show a plan labeled “Preventive Plus”. Can you outline the services the lab is looking for under this label; e.g. number of PMs, repair response times, etc…?

A: The OEM term should have been CROSSLAB SILVER level instead of PREVENTATIVE PLUS. The Crosslab Silver level includes but is not limited to Virtual Technician Support for hardware and software, Same-day remote repair as possible, onsite repair visits (travel and labor), OEM parts as well as any consumables required for repairs, annual onsite PMs (travel and labor), OEM technician for PM and repairs, software maintenance for system and requalification following any major repairs.

Q: Software updates are not included under the OEM’s CROSSLAB SILVER level plan, so why are software updates included in the requirements?

A: If software updates are not included under the OEM’s CROSSLAB SILVER level plan then the inclusion of such updates should be factored in when determining your quoted price for the service coverage.
