Statement of Work (SOW) Project: Agricultural Research Plots

GENERAL INFORMATION

1.0 Scope of Work: Land Area and agronomic services will be provided to ARS for planting and evaluation of experimental corn varieties

2.0 Background: Contractor will identify several areas of farmland of specified size and quality requirements within specified Iowa Counties and make them available for use by ARS. The land will be prepared for planting of corn with appropriate tillage, herbicide application and fertilizer.

Additional weed and pest control measures will be provided during the season as needed. Contractor will take possession of harvested grain at the end of the season and provide transportation of the grain from the field site.

CONTRACTOR REQUIREMENTS

3.0 Technical Requirements/Tasks:

o Contractor must identify suitable locations for research plots according to the following specifications. The research plot must be of homogeneous soil type, high yield potential, good drainage, and less than 3% slope. No part of the research plot should be highly erodible, contain large non-tillable areas (that cannot easily be farmed around), contain small areas of differing or poor quality soils such as high sand or gravel content, be prone to surface water accumulation (wet-holes or areas where ponds form), or have the potential for receiving runoff from animal facilities. The entire research plot should be within an area planted to soybeans in the previous year. Surface and or solid manure applications should be avoided. The research plot should be located in a field that is being used in the current growing season for conventional corn production, grown by the provider. Space must be provided at the ends of the research plot for turning planting, cultivating, and harvesting equipment.

None of the research plot should be located in head rows of the field or be in areas subject to high levels of soil compaction. Provider understands that some loss may occur in these areas from turning of planting equipment, cultivating equipment, and operation of a vehicle to transport seed to the planter.

ARS will provide final approval of land area o Research plot areas must be accessible throughout the season. They should be located close to a roadway for accessibility by equipment and personnel throughout the entire growing season. The provider agrees that research plots may be accessed for planting and cultivating at the discretion of ARS. A level area will be required near the research plot to park a truck and trailer unit and to load and unload planting, cultivating, and harvesting equipment. ARS may visit the research plot any time during the growing season for collecting research data and performing research operations such as collecting samples, and labeling plots with tags or wooden stakes.

o The provider is responsible for identifying and surveying an appropriate space of dimensions specified by ARS. Boundaries should be clearly marked by April 20 contract award to permit ARS to plant the yield trial. ARS should be notified by provider or designee when the site is ready for planting.

o The same regimen of tillage, fertilization, and chemical weed control that is used on the farm-location of the research plot should be used for the research plot area. Experimental corn varieties are non-GMO, and thus, Roundup or other herbicides requiring resistant corn varieties must NOT be applied. The provider will be responsible for ensuring that tillage and necessary pre-plant chemical and fertilizer applications are made in a timely fashion so that corn may be planted (by ARS) in the research plot as soon as weather and soil conditions permit after April 20.

o After the research plot is prepared for planting, ARS (and or ARS cooperating researchers) will plant corn seed in the research plot. The seed will be provided by ARS and planted using ARS equipment. It is understood that ARS will have access to the research plot for planting equipment and a vehicle to move seed.

o After the research plot is planted by ARS, ARS will provide limited mechanical weeding if necessary. Mechanical weeding will be provided only if both the provider and ARS agree that will be prudent to do so.

o The provider will ensure that chemical weed control consistent with the chemical weed control program used on the farm-location of the research plot for commercial corn production. ARS should be given a description of the intended chemical weed control program prior to planting, as some of the corn planted by ARS is susceptible to damage by certain chemicals. The provider will ensure that care is exercised in operation of equipment and use of chemicals in the research plot to avoid mechanical and chemical damage to corn plants in the research plot. ARS recognizes that some damage during field operations is inevitable.

o If any additional agronomic interventions become necessary for the production of commercial corn in the location of the research plot, such as application of an insecticide or fungicide in response to a pest epidemic, the provider is responsible for ensuring that these applications are made.

o ARS should be notified when the research plot is accessible for harvest. ARS will be responsible for harvesting all corn planted in the research plot. The provider will be responsible arranging transport of harvested grain from the research plot as requested by ARS at the time of harvest. ARS will grant possession of the grain harvested to the research provider. The provider should expect that experimental varieties will yield approximately 75% of commercial corn varieties.

o ARS will provide a survey of agronomic practices carried out by cooperator and or designees.

Cooperator will provide records to ARS of all agronomic practices carried out at the site during the growing season including but not limited to tillage, pest control, and fertilization, including dates, products, and rates applied.

4.0 Government Furnished:

USDA will plant experimental corn varieties in the land areas provided. USDA will also harvest the plots at the end of the season.

5.0 Deliverables / Schedule:

One research plot area is required within the specified counties below to accommodate the land-area requirement and to provide locations in the same geographic areas of the state of Iowa as research plot work performed in past years for multi-year studies.

52.212-2 Evaluation—Commercial Products and Commercial Services (Nov 2021)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Price, Technical Capability with acceptable Past Performance.

The basis for award is (1) Price (2) Technical Specifications and must also have satisfactory Past Performance.

The lowest priced proposal will first be evaluated for technical acceptability in accordance with the minimum specifications identified. If determined not technically acceptable, it will be removed from competition and the next lowest priced proposal will be evaluated for technical acceptability. This will continue until the lowest price proposal is determined technically acceptable. Once the lowest priced proposal is determined technically acceptable, then a determination of responsibility will be completed. If found responsible, evaluations will be closed and award will be made.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option (s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer ’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

52.212-3 Offeror Representations and Certifications—Commercial Products and Commercial Services (Nov 2021)

The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (v)) of this provision.

(a) Definitions . As used in this provision—

"Covered telecommunications equipment or services " has the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment .
