Questions and Answers for “Pest Control Services” (12505B22Q0032)
Q: Will there be a scheduled site visit for this opportunity?
A: If you wish to perform a site visit it will have to be requested.
Note: With the quote submission deadline being Monday, February 7, 2022 you would need to request an extension of the solicitation deadline if you wished to schedule a site visit.
Q: What will be the anticipated award date for this contract?
A: Currently, the anticipated award date will fall between February 8, 2022 – February 11, 2022 (02/08/2022 – 02/11/2022).
Q: What will be the anticipated start date for this contract?
A: As stated in the solicitation description and on the SF1449 quote submission form (as well as in the attached FAR clauses/provisions) the service start date will be March 1, 2022 (03/01/2022).
Q: What are the regular service days for these sites?
A: For item 1 the current schedule is the second Monday of each month.
For item 2 the current schedule is the second and fourth Monday of each month of coverage.
There is no schedule for item 3 as it is a new requirement. Note: As item 3 is to occur twice monthly (for the months of August – October) it would be assumed it would follow the same second and fourth Monday of each month schedule at item 2.
Q: What is the number of hours each month the previous contractor spent on site at each location to provide the pest services to all areas outlined within the scope of service? Does the government consider this service adequate?
A: For items 1 the vendor spent about 4-5 hours per month on site.
For the 5 months of coverage, the vendor spent about 4-5 hours per month on site for item 2 as well.
Item 3 is a new requirement that has only just been added to contract. So, there is no approximation for the time that will be needed on site to complete it.
The results of the service have been adequate.
Q: How many afterhours service requests at each site have then been in the past 12 months?
A: Typically, no more than 2 within year within scope of contract.
Q: What is the square footage needing to be serviced for this solicitation? Is there a minimum or maximum amount of square footage to be treated for each service visit?
A: For items 1 and 2 the estimated square footage would not exceed 4.8 million square feet of building space on campus. This would be the maximum area that would be covered under an as needed basis. However, the primary focus is external control measures to prevent vermin from entering the buildings and if successful would dramatically lessen the “as needed” requirement.
Therefore, the actual treated areas would be less and based on vendor control strategies to successfully meet requirements.
For item 3 the estimated area of treatment for the three deer pastures would be 3.4, 1.3, and 4.2 acres for a total of 8.9 acres.
Q: Has any of the scope of service changed from this Solicitation compared to that of the last awarded contract? If so, what changed?
A: Yes, “Pest Control of Midges - Deer Pastures” is a new service requirement.
Q: What was the previous awarded Solicitation Number, Date awarded and awarded value?
A: The previous contract was not solicited as its value fell under the $15K posting threshold required by the FAR (i.e. only contracts with a value of $15K or greater are required to be posted on a public forum). As such, there is no solicitation number to provide.
The prior year award (12619721P0027) was made on 10/19/2020 for $5,030.00.
Note: The period of performance for this contract was 11/09/2020 - 11/08/2021. Current coverage (until 02/28/2022) was acquired by a micropurchase (service with a value of under $2,499.00 that requires no competition) and as such there is not a formal contract on record for it.
However, the same vendor is providing the current coverage who held the prior contract.
Q: What is the name of the current contractor for this contract? Who is the current pest vendor?
A: The current vendor is Preferred Pest Management Inc.
Q: What is the current monthly or total annual awarded amount for this contract?
A: As previously stated, the prior year contract 12619721P0027 was awarded for $5,030.00.
Note: This contract did not include item #3 “Pest Control of Midges - Deer Pastures”. This item is a new service requirement.
Q: Have funds been appropriated for this opportunity?
A: Yes, funds have been obligated for this opportunity (for the base year). For this type of acquisition, setting aside funds is required prior to a solicitation being issued.
For acquisitions of IDIQ or BPA type contracts funds are not required to be obligated prior to a solicitation being issued as each delivery or task order issued against these types of contracts are individually funded when they are issued.
Funds will be obligated for the option years if and when they are to be exercised.
