Requests for Information Solicitation 12505B21R1019869

Question 1: How often are waste pickups performed historically at the location?

Answer 1: 3 or 4 times a year.

Question 2: Who is the incumbent contractor?

Answer 2: Currently no incumbent contractor.

Question 3: Are copies of historical manifests available for the location?

Answer 3: Yes

Question 4: What is the average number of containers shipped per shipment, the sizes of each for the location?

Answer 4: Typically, 3-8 55 gallons drum, 5-25 lab packs (5 gallon and smaller)

Question 5: If the generator is a SQG does that mean that shipments will be at a minimum of every 180 days? And QG every 90 days?

Answer 5: Yes, unless the TSDF is >200 miles then at a minimum of every 270 days for

SQG. We would only be LQG if went of generator status in one month because of unplanned episodic event.

Question 6: Some of the waste CLIN items listed are not compatible for 1A1 drums. Are those items shipped in the 2.5 gallon 1H2?

Answer 6: Corrosives typically ship in 1H1, or 1H2 depending on if it is bulk or lab packed.

Contaminated debris in 1H2.

Question 7: The items that are liquid and not compatible with 1A1 drums there are no 1H1 drums listed. Are those ever needed (CLIN 0006)?

Answer 7: Sometimes we might need them. We have a supply of 1H1 drums in our facility that we recycle for waste.

Question 8: Where are the gasses for CLIN 0011 and 0012 Category 1 and Category 2 listed?

Answer 8: Can be any number of gases – methane, isobutane, CO2, chlorine, ammonia. I am unsure of why two different categories are listed.

Question 9: The SOW says the government will consolidate. Does that included Labpacking?

If so, are inventory sheets provided?

Answer 9: Lab packing will be done in accordance with the bid by an inhouse trained chemist. Inventory sheets will be provided.

Question 10: If the Government labpacks and packages an item(s) that is not compatible, what is the course of action?

Answer 10: The Government will confirm lab-packing and containers with the Contractor prior to shipment. If in doubt, items will be packaged separately. A degreed chemist with previous disposal training is doing our lab packs.

Question 11: CLIN 0039 references crushed light bulbs. Is the government using a bulb crusher? If so, are the filters contained in the drum or just the crushed bulbs?

Answer 11: No crusher used. CLIN 0039 refers to only damaged bulbs, typically packaged in 5 gal or smaller 1H2.

Question 12: CLIN 0039 references crushed light bulbs. Is the government using a bulb crusher? If so, how are the replacing the container since that requires an open top 1A2 container but the CLIN 0004 only calls for 1A1 container.

Answer 12: See answer 11.

Question 13: Same container question 1A1/1A2 for all CLINs that are solids not liquids.

Answer 13: We do have an occasional need for 1A2, 1H2. This omission was not intentional.

5.0 gal and smaller 1H2 also needed, but these have historically been sourced outside the contract and/or stocked in house.

Question 14: CLIN 0003 references 1A1/X1.8/300. Why 1.8? What is the highest SG item that is shipped? As compared to CLIN 1A1/X1.6/300.

Answer 14: Chlorinated solvents would have the highest specific gravity of anything we would ship in 1A1. X1.6 would be acceptable. On rare occasion we ship concentrated sulfuric acid, but this has only been done at small scale (2.5L as a lab pack).

Question 15: Is all waste shipped in either a 55 GL container or a 2.5 GL container? There is no bulk packaging (i.e. flammable debris)?

Answer 15: The Government (NCAUR) has used 55, 30, 7, 6, 5, 2.5, and 1 gallon size drums/pails. Also, 4G overpacks and 4G X rated spec packaging on occasion.

Flammable debris is typically shipped in 1A2/1H2 55 gallon and smaller that we consolidate.
