Questions from Site Visit 12505B21Q0177 - ARU Hay Barn & Seed Storage
1. To what extent are the exterior repairs?
o We’d like to look at a couple of options. Option 1 would be to seal loose screws and fill penetrations in existing metal wall panels. Option 2 would be to provide all new insulated metal wall panels.
2. Is there external site work involved? If so, how far out and away from the structure is to be included?
o Site work will be required for drives to the building as well as services, such as water, sewer, telecom, and electrical. Building grading should also account for slope for rain water to drain away from the new building and to the appropriate place on site.
3. Are new topographical drawings need to be done?
o PRD requires both topographical survey services, and geotechnical engineering services
4. Are Civil Services needed as small business? “It’s a liability to the A&E”.
o All services required by the statement of work and the project requirements document are required.
5. Is it Design Build as stated in the documentation or is it just Design services?
o The intent is for Design Services.
6. Is Contract Administration (CA) to be a part of the proposed services? Not called out in the schedules. PRD is indicating construction phase services.
o Construction phase A-E services is indicated in the PRD. However, I think we should work this with the CO, such that it can be broken out as an add option, because we do not know if/when the construction will be funded. We should also set a timeframe we expect AE to hold their CA service number, probably not fair to extend it out much past 1 year from bid documents being produced.
7. Are there thoughts or needs for fire suppression/protection?
o Fire suppression is not required.
8. Does the Walk-In cooler in building 13 need to be demolished and removed or stay?
o Building 13’s walking cooler is to be completely demolished.
9. Are offices and restrooms needed in building 13 and 15?
o Office is to stay in building 13 (as is), no restroom exists currently in building 13 and none will be added. Building 15 is to have new office, and single user restroom.
Feasibility of the restroom will need to be evaluated in the design once water and sanitary locations are identified.
10. Will the walls in building 15 need to be insulated like building 13?
o Walls will need to be insulated to meet current ASHRAE 90.1 insulation requirements.
Assume 50 deg indoor design winter temperature, building will not be mechanically air conditioned in the summer.
11. To what extent are the Physical Security requirements for buildings?
o Special consultant services for physical security is not required by the PRD. It is expected that a card reader is likely to be required at the door(s) to the office.
12. Are the costs listed in Section 6 of the PRD solely for construction? None of the costs to the A&E service?
o Yes, this is the estimated construct cost of the project.
13. What requirements are needed for use of building 13 for hay storage?
o Modifications will be required such as providing protection of building wall to prevent forklifts from hitting and damaging the walls.
14. Noted that the design of building 15 should allow the space to freeze, as overhead doors will likely be open for extended periods of time during cold weather. The design should accommodate this with the routing of water within the building.
15. Requested that the USDA clarifies the discrepancy between the evaluation factors noted in L3 and the ones that appear in appendix M. Appears that L3 is listing requirements that need to go into the technical proposal. Whereas Appendix M is listing the order in which they will be evaluated.
16. Question: Should reimbursables be included in the design team proposals?
Answer: Yes.
17. Question: In reference to SECTION 3.0 SCOPE OF SERVICES, 3.6 Hazardous Materials and Hazardous Substances Abatement Services.
This requires the design team to provide abatement services related to Polychlorinated Biphenyls (PCBs) Please clarify if the Design Team proposal needs to include this.
Answer: Yes, the Architect-Engineering services should account for any identification, assessment, and corrective action design plan in their proposal.
