Question 01: Should the cost of the compactor hauls be added to the 6-yard container services and placed in the Pricing Schedule under the CLIN 0001 series?
Answer 01: Yes, the CLIN 0001 series is for all fixed price work.
Question 02: The SOW identifies container RO-09 (Lard) as a 30-yard roll off container;
however, the Containers Info Chart shows RO-09 (Lard) as a 20-yard roll off container. Is container RO-09 a 30-yard or 20-yard container? If it is a 20-yard container, which CLIN should include the cost of the On-Call 20-yard container haul services?
Answer 02: This is a 20 yard roll-off container. The SOW has been updated. CLIN series 0004 has been changed from “Roll Off Container Landfill Disposal Charge” to “20 Cubic Yard Roll Off Container” and CLIN series 0005 has been added for “Roll Off Container Landfill Disposal Charge.”
Question 03: Disposal tonnage is charged by landfills on a per ton basis. For CLIN series
0004, which is to be used for tonnage disposal cost reimbursement, can the unit of “EA” be interpreted to mean “Each Ton”? And the quantity reflects the number of disposal tons vs. the number of trips to the landfill?
Answer 03: As noted in the response to question number 2, CLIN series 0004 is now CLIN series 0005. CLIN series 0005 has been updated to ton rather than each.
Question 04: Please confirm that the SOW directs Roll Off Containers RO-157E (30-yard Open
Top), RO-448 (H6)(Inside)(10-yard Open Top), and RO-09 (Lard)(30-yard Open Top) to the Boone County Landfill for disposal.
Answer 04: Yes.
Question 05: Please confirm that the SOW directs that Roll Off Containers Building 24
Compactor and RO-157W (30-yard Open Top) to the City of Ames Resource Recovery Plant for disposal.
Answer 05: Yes.
Question 06: Please confirm that the SOW states that Roll Off Container RO-448
(H6)(Outside)(30-yard Open Top) can be transported to EITHER the City of Ames Resource Recovery Plant or the Boone County Landfill for disposal.
Answer 06: SOW has been updated to reflect this should go to the Boone County Landfill.
Question 07: The City of Ames Resource Recovery Plant is frequently closed during its normal posted operating hours and will not accept waste from any hauler or any location during these closures. The closures are not predictable or pre-scheduled and can happen in the middle of the day. When the Resource Recovery Plant is close, waste containers must be transported an extra 20 miles, one way, to the Boone County Landfill. Can a CLIN be added to the pricing schedule that allows for reimbursement of the extra transportation/mileage costs associated with each occurrence of the Resource Recovery Plant closure?
Answer 07: CLIN series 0006 has been added for this as a cost type item.
Question 08: Occasionally, the 6-yard containers can be overloaded and incur an overage fee.
Can a CLIN be added for Overage Fees resulting from the 6-yard containers being loaded over the top of the rim of the container?
Answer 08: The 6-yard containers are not removed from the site, so it shouldn’t matter if they are overloaded. The Ames Resource Recovery Plant bills the USDA directly for disposal fees.
Question 09: Sometimes a Roll Off Container cannot be accessed for service because it is blocked by something, such as another vehicle. Can a CLIN be added for Trip Fees resulting from dispatching a truck and driver to perform roll off container service that cannot be completed because the Roll Off Container is not accessible?
Answer 09: CLIN series 0007 has been added for this as a cost type item.
Question 10: There are times when a Roll Off Container cannot be dumped in the usual way because the contents are frozen or stuck to the inside of container. Can a CLIN be added for Dig Out Fees resulting from the need to manually loosen or chop away waste material from the sides of the Roll Off Container?
Answer 10: CLIN series 0008 has been added for this as a cost type item.
