About this file
This is a 35% submittal specifications document for the Edinburg-Kerrville Building 4 Dip Vat Redesign project at Moore Field in Edinburg, Texas, prepared by The Johnson-McAdams Firm for the USDA APHIS under Contract No. 12805B23D0001, Task Order No. 1232SA25F03843. The project involves modifications to an existing cattle dip vat facility to improve processing efficiency, including construction of larger cattle pens, access gates, alleys, water service to pens, lighting, 120-volt receptacles, loading pen improvements, and associated site, structural, civil, plumbing, and electrical work. The work occurs within an active USDA ARS livestock research installation requiring strict biosecurity controls, coordination with ongoing operations, protection of existing facilities including the dip vat and drip pad, and 72-hour advance written notice for disruptive activities.
The specifications encompass multiple construction divisions: general requirements with detailed coordination and safety procedures; demolition of existing structures and selective removal of specific components; cast-in-place concrete for foundations and grade beams (4,000 psi minimum at 28 days); miscellaneous metal fabrications including heavy-wall steel pipe rail fencing and gates with hot-dip galvanizing; high-performance epoxy coating systems suitable for harsh agricultural environments; a pre-engineered metal building system with 2-inch insulated concealed-fastener roof panels on a 2-in-12 slope rated for 140 mph wind speeds at the McAllen, Texas site; and plumbing systems utilizing PEX tubing for potable cold-water distribution to pens with hose bibbs and manual mechanical float-operated cattle watering troughs. The contractor must submit a comprehensive Quality Control Plan, site-specific safety and occupational health documentation, activity hazard analyses, environmental protection plan, demolition plan, and multiple product data, shop drawings, test reports, and certificates throughout the project, with all work performed under strict quality control protocols and final verification before substantial completion.

SPECIAL PROJECT PROCEDURES
PART 1 GENERAL
1.1 PROJECT-SPECIFIC SITE RESTRICTIONS
This section supplements the Division 01 requirements for work at the USDA ARS livestock research site.
The project occurs at a controlled Government facility where biosecurity, safety, and uninterrupted operations are critical.
1.2 SITE ACCESS AND SECURITY
Access to the site will be only through Government-approved entry points.
Contractor personnel shall comply with Government identification, sign-in, escort, and vehicle control requirements.
Do not enter restricted areas beyond the limits required for this contract.
1.3 BIOSECURITY AND LIVESTOCK PROTECTION
Conduct all work so that Government livestock operations and biosecurity practices are not compromised.
Do not handle Government animals unless specifically directed in writing.
Keep tools, equipment, packaging, and construction materials secured so they cannot enter pens, alleys, vats, or livestock circulation areas.
Maintain separation between construction activities and Government animal operations.
Immediately report any condition that could affect animal safety, containment, or facility biosecurity.
1.4 COORDINATION OF DISRUPTIVE ACTIVITIES
Schedule work affecting the existing dipping vat, drip pad, canopy area, existing pens, or vehicle access with the Government.
Operations that generate significant noise, vibration, dust, traffic interference, or temporary loss of access shall be planned in advance and coordinated.
1.5 TEMPORARY BARRIERS AND FENCING
Provide temporary barriers, fencing, and warning devices as needed to separate construction from Government operations and to protect personnel, equipment, and livestock.
Temporary barriers shall remain in place until permanent work is complete and safe for use.
1.6 WATER, DRAINAGE, AND CLEANLINESS
Prevent sediment, debris, concrete washout, weld slag, coating overspray, and other contaminants from entering existing vats, pads, drains, troughs, pens, and adjacent areas.
Maintain positive control of water used for construction and cleanup.
1.7 EXISTING DIP VAT AND DRIP PAD
The existing dip vat and drip pad are integral existing facilities to be protected.
Do not damage, clog, contaminate, or alter these systems except as required by the drawings and specifications.
Verify tie-in points and work limits before starting modifications.
1.8 UNEXPECTED CONDITIONS
If unexpected underground utilities, unsuitable soils, unsafe structural conditions, residues, or other concealed conditions are encountered, stop affected work and notify the Government promptly for direction.
PART 2 PRODUCTS
Not Used.
PART 3 EXECUTION
3.1 DAILY OPERATIONS
Maintain orderly access, safe travel paths, and clear egress routes at all times.
Stage materials only in approved areas.
3.2 END-OF-DAY REQUIREMENTS
At the end of each work day, leave the site in a safe and stable condition.
Secure open excavations, incomplete fencing, partially installed gates, water lines, electrical components, and other hazards.
Remove loose materials and debris that could endanger personnel or livestock.
SECTION 01 35 26
GOVERNMENTAL SAFETY REQUIREMENTS
1.1 REQUIREMENTS
Comply with applicable Federal, state, and local safety and health requirements, OSHA construction standards, and the contract safety requirements. Comply with USACE EM 385- 1-1 Safety and Health Requirements as applicable to the contract. Where requirements differ, apply the more stringent requirement.
1.2 SAFETY AND HEALTH PROGRAM
Before beginning onsite work, submit a site-specific Accident Prevention Plan / Safety and Health Plan addressing the work, hazards, controls, emergency procedures, competent persons, training, and inspections. Update the plan when site conditions or work activities change.
1.3 ACTIVITY HAZARD ANALYSES
Prepare Activity Hazard Analyses for definable features of work and hazardous activities including demolition, excavation, concrete placement, welding, cutting, rigging, erection, trenching, electrical work, confined or restricted access work, and work around existing livestock or occupied Government operations. Review AHAs with affected workers before starting each activity.
