Work Summary and other considerations (EN Blairs Timber Sale):
The Enoree Blairs Timber Sale is located seven miles to the east of Whitmire on the Enoree Ranger District of the Sumter National Forest. Access is by Hwy 34, County Roads, SR, and Forest developed roads. The sale is located in Compartment 118 and Compartment 155 on the Enoree Ranger District.
Approx. 16.64 acres of saw timber thinning will be Cut Tree Marked with a residual basal area of 60-80ft2/acre. Approx. 104.92 acres of Leave tree cruising.
Payment Units will be Cut Tree Marked and leave tree mark/cruise. Hardwood saw log and pulpwood will be a minority component of this project.
Government Furnished:
If there are Government Furnished Resources, add the following:
• All tree marking paint necessary designate unit boundary and the leave trees to complete the contract. Color scheme will be determined. NOTE: Contractor will be required to follow directions for security and accountability of tree marking paint as documented in Objective J of Region 8 Timber Theft Prevention Plan. Any alterations of Objective J will require approval by the Contracting Officer. In brief these requirements include, but are not limited to, Contractor’s return of all unused paint and empty paint cans to the Government prior to final payment and except for paint in use, Contractor shall keep all paint cans, including empties, locked in vehicles or other secured container. The Contracting Officer or designee, prior to paint issue, must approve Contractor’s paint storage container(s).

• Copies of Administrative and vicinity maps as needed. These items do not need to be returned.
• Copy of R-8 Timber Cruising Handbook, FSH 2409.12, Chapter 40 and 60. This item does not have to be returned.
• Region 8 Self Study Training Guide for Qualified Cruisers in compact disc format. This item does not have to be returned.

Mark approx. 121.56 estimated acres in Compartment 118 and 155.
All work is to be completed by August 2019.

• All maps and paperwork will be provided by the Forest Service.
• Contractor will be cut tree marking saw thinning units. Will be thinning the stands as prescribed by the Forest Service to the desired Basal area.
• The contractor will be banding the reserve trees at eye level. The band will be at least 2 inches and cover 360 degrees around the tree and a stump mark is required. The Leave tree area will be cruised. All Short Leaf Sawtimber trees will be retained in the LTM marked stands. All hard mast producers will be retained in the LTM marked stands.
• The contractor will be painting the cut trees on 2 side (270 degrees) at eye level. The butt marks will be for sawtimber – 2 butt marks on downhill side of tree and pulpwood will be 1 butt mark. Any buildup on duff accumulations at the base of tree will need to be removed to mark an adequate stump mark.
• Sample rates have been established as the sale has been prepared by the Forest Service. Plots have been determined for the LTM units and have GPS’d acreage. The plot spacing will be 1 plot per acre or a 3 by 3 chain spacing.
• All certified cruisers will be required to pass a hot check before cruising can begin. This requirement is waived if they can produce documentation that they have been cruising on another Region 8 forest within the last three months. Any new cruisers on the sale will need to take the Region 8 cruiser certification if they are to work separately from a certified cruiser.
• A pre-entry meeting will be held discussing all aspects of timber sale preparation and tree marking paint security is required before field work can begin.
• Paint will be required to be checked in daily. Contractor must notify Forest Service in advance of needing paint to be restocked. Any new contractor will be required to take the paint security training.
