About this file
This is a Questions and Answers document for federal contract 12445526Q0103 regarding ALF Vault Toilet Replacement.
The solicitation addresses removal of an existing double-user vault toilet facility and installation of a new CXT Gunnison single-vault toilet. Key contractor responsibilities include: (1) pumping and disposing of existing vault contents through a licensed sewage hauler prior to removal; (2) removing the above-ground structure, concrete slab, and building base, which become contractor property; (3) removing and legally disposing of the existing vault if not retained; (4) maintaining erosion control measures during removal; and (5) backfilling and compacting any over-excavation areas. The existing vault is NOT empty and clean, requiring contractor-performed sanitization and pumping. The contractor must purchase and furnish the CXT Gunnison single-vault toilet or approved equal; the Government has not obtained current manufacturer lead-time information to support the December 30, 2026 completion deadline. Detailed vault specifications, configuration options, door orientation, color/texture selections, and accessories are contained in Section 2 of the accompanying Statement of Work (pages 5-8). Attendance at the August 4 site visit was optional; non-attendees remain eligible for award but missed opportunities to photograph site conditions and take measurements. The document includes photographs of the existing facility and accessible paved pathways. The Government does not confirm the presence of asbestos, lead-based paint, or other regulated materials in the existing vault structure.
