About this file

This is a Questions and Answers memorandum for RFQ 12445526Q0087, a Forest Service construction project for the Grant Creek Culvert Replacement. The document does not address specific products or services required, pricing, response dates, or award dates, as it serves solely to clarify ambiguities raised by potential bidders during the solicitation period.

Key clarifications provided include: disposal methods for clearing and grubbing materials must follow Forest Service Supplemental Spec Section 203.05, with options to remove materials from the project or pile construction slash in designated areas; the project schedule of NTP + 130 days will not be revised; precast box culverts are mandatory and cast-in-place alternatives are not acceptable; excavated materials must be stockpiled at coordinates 41.382492, -88.096504 on the Coldwater Road Culvert Site; seed and willow tree specifications are detailed in Revised Supplemental Specifications 2 document uploaded via Solicitation Amendment 0001; and the resulting contract will be a Firm-Fixed-Price Purchase Order. The memorandum also confirms that no approved supplier list exists for precast pipe, subcontractors need not be SAM.gov-registered, no historical flow data for Grant Creek is available, and awardees bear responsibility for contacting 811 at least three working days prior to excavation to verify utility locations. The memorandum was issued on 6 August 2026 by Contracting Officer Matthew L Killian of USFS PROPS EZ 3 CONS.
