About this file
This document is a Solicitation Amendment 0001 for a federal contract opportunity related to the flooring replacement project at the Northern Research Station in St. Paul, Minnesota. The amendment provides responses to questions and names of attendees from the site visit. The original solicitation is a Request for Quote (RFQ) for the legal abatement and removal of approximately 5,100 square feet of asbestos-containing flooring materials and the installation of new luxury vinyl tile, baseboards, and associated trim. The work is subject to the Davis-Bacon Act and is set aside for small businesses. Interested contractors must have an active SAM.gov registration to be eligible for award. The solicitation is posted on SAM.gov, and no hard copies will be provided. The project is to be coordinated with the Contracting Officer's Representative (COR), and the contractor is responsible for removing office equipment and storing items as needed during the phased construction.

Question 1: Will all furniture and contents be removed by the owner prior to the project starting?
Answer 1: Furniture to be moved by contractor. (Specifications 011000: See page 3 under coordination with occupants) Personal items will be removed by owners.
Question 2: Does the owner plan to complete all areas at once, or is the project expected to be done in phases?
Answer 2: The project can be phased, but will need to be coordinated with the COR. (Specifications 011000: See page 3 under coordination with occupants)
Question 3: Is there a specification for the new flooring product, or should the contractor submit their own options?
Answer 3: Yes, see specifications 093519 for flooring & 096513 for accessories (pages 17+)
Question 4: Will removal of mastics be done with chemical or grinding methods? If we are grinding is there a 50amp 220v service, we can use?
Answer 4: See specifications 017419, page 12. Chemical vs grinding is up to contractor, but a plan is to be submitted to owner. 50amp 220v service is available in the building. Specific locations should have been confirmed during site visit.
Question 5: Would we be responsible for all air monitoring?
Answer 5: Contractor is responsible for all monitoring of the project to be compliant with federal, state and local laws.
(See specifications 017419, page 12)
Question 6: Would we do this in one phase or multiple?
Answer 6: See Question and Answer 2.
Question 7: Would we be able to use the current elevators for construction, if so, what is the weight capacity?
Answer 7: Elevator can be utilized. Elevator capacity is 3500lb. Any damage to the elevator would be the liability of the contractor to repair.
Question 8: Would we be allowed to place a 40yd dumpster onsite?
Answer 8: A dumpster can be allowed near the loading dock. There will need to be room to access dock for small vehicles. This will need to be coordinated with COR.
Question 9: Contractor Responsibility for Office Equipment Removal: It appears that the removal of office equipment, such as computers and cubicles, isn't specified in the scope of work. Can you confirm if the contractor is responsible for this removal? Also, if so, where will these items be stored during the project?
Answer 9: Personal items will be removed by office occupants. The remainder of the items (including cubicles, desks, potentially monitors, etc.) will be responsibility of the contractor. (Specifications 011000: See page 3 under coordination with occupants). Items can be stored adjacent offices / spaces if project is phased. Minimal items can be stored in the hallway but require accessibility and emergency egress at all times.
Question 10: Impact on Project Deliverables: With this additional work of removing and storing office equipment, it seems like it could add more work to the overall project deliverables.
Answer 10: This comment is noted.
Question 11: Execution During Business Hours: Finally, how will the project be executed during business hours? Are we planning to work on one room at a time, or do we have a different plan to minimize disruptions?
Answer 11: See Specifications 011000: See page 3 under coordination with occupants. Project will be coordinated with COR and locations will be vacated during the construction phase. Phasing and sequencing will be reviewed and approved by COR.
