About this file
This document contains Questions and Answers related to the Allegheny National Forest Forestwide Fence Construction contract solicitation (Solicitation Number: 12445524B0012).
The key details are: The objective of the contract is to build deer exclosure fences around timber stands on the Allegheny National Forest to prevent white-tailed deer from browsing on tree seedlings. The fencing required is 8-foot woven wire, 7 to 8 feet high with up to 1 foot overlap on the ground. The solicitation discusses the clearing methods required, which involve using a dozer blade to clear a path for the fence, removing saplings and pole-sized material, and potentially felling some larger trees to use for fence attachments. While the full length of fence needed is approximately 75,000 linear feet, the amount of clearing required will vary by location. The agency provided some sample photos to illustrate the typical vegetation conditions along the fence lines.

ALF Forestwide Fence Construction 12445524B0012 Q&As
Q) The specs talk about clearing the area as needed for the fence install. When clearing these areas, what is the method that USDA is looking for, are we to create access roads and haul the material out and then refurbish the access roads areas, are we to clear and chip in place (chip in the middle of the woods, spreading the chips as we go), or are we to just clear the areas and move the trees and stuff to the side and out of the way of the fence line? Please let me know.
A) As far as clearing, we are talking about a dozer blade wide and maybe a little more in sections, if needed due to material or cut/fill. The material that will need cleared is mostly pulpwood type material 11” and down. There may be some occasional larger trees that need felled, but most of the time those larger trees can be used to attach the fence. There is no need to chip the material, all saplings and pole size material will be wasted to the outside of the fence along the outer edge of the maintenance trail.
Q) Also, are there any Google Earth shots or photos of the locations showing the amount of clearing that would need to be done, it is hard to tell when in the middle of the woods exactly how much will need to be cleared. I do not want to assume that all of the approximate 75,000 LF needs to be cleared. Please let me know at your earliest convenience.
A) As far as what to expect for clearing, every site is different. I attached some pictures that are kind of typical to vegetation on the ANF. Most of the fences are being constructed along the boundaries of managed stands, so there shouldn’t be a ton of standing material to push and move, but there will be some. There may also be some logging slash that may need to be pushed and moved out of the way.
