QUESTIONS AND ANSWERS

FLORIDA LAND SURVEYING IDIQ

NOTICE ID: 12445221R0027

16 JUNE 2021

1) Could you please confirm the proposal due date is Saturday, June 26, 2021 by no later than 2pm (EST)?

a. ANSWER: The due date will be extended to Monday, June 28, 2021 at 2:00pm (EST)

2) The PPQ attachment provided does not include a first page (with client information, project name, client signature, etc.). Could you please provide an updated attachment?

a. ANSWER: An updated PPQ has been posted.

3) Is there a file size restriction for the emailed response?

a. ANSWER: No. However, offerors are encouraged to submit their SOQs early enough to confirm receipt of the submission, and if necessary make the appropriate adjustments.

Late submissions will not be accepted.

4) Does the font size restriction provided on page 5 of the RFQ ("Use a 12 point type size for body text and a 10 point type size for tables and charts") apply to all response text added to the entire SF 330 Part I and Part II forms or just the narrative within Section H of the SF330 Part I form?

a. ANSWER: You may use a 10 point font to complete the information in the form if necessary.

5) Can Section D Organizational Chart be on an 11x17 page?

a. ANSWER: Yes.

6) Can completed PPQs that were submitted in response to previous solicitations may be used in this source selection?

a. ANSWER: That is a decision for the offeror to make. The RFQ does not mandate a particular form.

7) Are we limited to 3 resumes for the entire team or 3 resumes per firm (JV partners, subconsultant firms, etc.)?

a. ANSWER: Three for the entire team.

8) Could you please clarify what “DUNS+4 Number” means?

a. ANSWER: Data Universal Numbering System +4 (DUNS+4) number means the DUNS number assigned by D&B plus a 4-character suffix that may be assigned by a business concern. (D&B has no affiliation with this 4-character suffix.) This 4-character suffix may be assigned at the discretion of the business concern to establish additional CCR records for identifying alternative Electronic Funds Transfer (EFT) accounts for the same concern. The "+4" may not be applicable for all business concerns.

9) Does the Government require Part IIs for all offices proposed to provide services for the contract, only Part IIs for the locations that our key personnel are located in, or both?

a. ANSWER: Prepare a Part II for each firm that will be part of the proposed team.

Prepare Part II for the specific branch office seeking work if the firm has branch offices.

10) Under Specialized Experience and Technical Competence, the Government requests that the Offeror:

a. Demonstrate an understanding of proper technical procedures, standards, and quality control procedures as shown by knowledge of the following:

i. Quality control processes or plans used by the firm and the project management approach to perform survey services, including corner search, overcoming logistical challenges, and ensuring compliance with contract specifications.

ii. Description of how a control survey will be accomplished, including field procedures using GNSS as a measuring tool. If possible, sample submissions should highlight projects utilizing GNSS systems on large boundary projects in rural, forested terrain.”

Should this information be provided within Section H Additional Information? If desired under Section H, are there any page restrictions for this narrative?

ANSWER: The FS is not looking for additional information, we are expecting that this information can be provided within the description of the project.

11. In reviewing the synopsis for the above mentioned IDIQ Part C Competition, a size standard of

4.5 million dollars is referenced. Is this supposed to be 16.5 million?

a. ANSWER: The correct Size standards in millions of dollars is $16.5M. It will be corrected.

12. Is there an overall page count?

a. ANSWER: No, each criterion has its own limits.

13. For resumes, are we to only submit 3 for professional surveyors, or can there be more including field party chiefs, technicians, drafters, etc.?

a. ANSWER: We don’t need the information on anyone other than the professional surveyors.

14. “On Page 4 and 5 of the RFQ, it states that “Except as otherwise permitted below, firms must use the fillable version of SF 330 available on the U.S. General Services Administration website at https://www.gsa.gov/forms-library/architect-engineer-qualifications, using the space available and font settings embedded in that document,” and “Use a 12 point type size for body text and a 10 point type size for tables and charts.” The fillable version of SF 330 does not permit insertion of table and chart graphics without conversion of the form to an editable format. Can we convert the fillable version of SF 330 to permit us to insert tables, charts, and graphics as long as the form fields, space, margins, and font settings all remain intact?

a. ANSWER: YES

15. On Page 13 of the fillable version of SF 330, the Section H page contains Section I (Authorized Representative Signature) at the bottom of the page. The fillable form restricts us to 1 page for Section H and has an embedded Section I that requires signature at the bottom of the page. Can we modify the fillable version of SF 330 of Section H to allow for the multiple pages required to respond to Criteria 2 and 4 and include Section I as the last page?

16. Is it a requirement that we use the fillable version of the SF330? Are we able to use a reproduced SF330? The fillable form will not let us duplicate pages for resumes or projects.

a. ANSWER: YES, as long as the general formatting remains consistent with the GSA version.

17. Is the page limit for Section H seven pages in total?

18. It is our understanding that in Section H the Geographic Location section should be three pages and the Capacity to Accomplish the Work section should be four pages, is this correct?

19. How do we include tables and charts if the GSA version of the SF330 does not allow the insertion of tables and charts?

a. ANSWER: You can convert the SF330 into a format that works for you as long as the formatting remains consistent with the GSA version.

20. The embedded font within the fillable SF330 provided is Arial 10. The requirement stated in the RFQ is for 12-point text and to use the embedded fonts within the document. We are unable to revise the font within the required GSA SF330 forms due to the fact that it is embedded. Will Arial 10 be allowed on the submission?
